Acting CoP Announces Police Promotions
Acting Police Commissioner Jacqueline E. Vanterpool promoted two officers to inspector and four to sergeant at a Commissioner's Parade she described as historic. Vanterpool urged the newly promoted to uphold discipline and respect as Police Week 2025 approaches.
Vanterpool has promoted six members of the Royal Virgin Islands Police Force (RVIPF) during a Commissioner's Parade, naming Claude E. Rymer and Kennedy Emmanuel as inspectors, and Victoria Charles, Noel Besson, Agetta Smith and Kimani Roberts as sergeants. Vanterpool described the ceremony as historic, saying she believes it is the first time such promotions have occurred in the history of the RVIPF.
She urged the newly elevated officers to set an example of professionalism, elevation and discipline for their colleagues and the wider community. "Be respectful," the Acting Commissioner said. "Too often, the public complains of disrespect of police officers. Know that discipline is a hallmark that steers any disciplined force and RVIPF will be compared among one of those." She added that while any member of the public can file a complaint, respectful behaviour generally reduces the likelihood of complaints.
The Commissioner's Parade takes place ahead of Police Week 2025, which officially begins on October 19. The week is dedicated to celebrating service, discipline and community partnership within the force and provides an opportunity for the RVIPF to engage with residents across the territory.
For BVI residents, the promotions signal a refresh of leadership at key supervisory levels. Inspectors typically oversee units and operational planning, while sergeants often lead patrol teams and are the first line of supervision in day-to-day policing. Strengthening these ranks can improve coordination across the islands, from Virgin Gorda and Anegada to Tortola and Jost Van Dyke, and support community-focused initiatives.
