In a notable governance milestone for the Virgin Islands, Her Excellency the Acting Governor Dancia Penn, OBE, KC, convened and chaired her first official meeting of the Cabinet on September 30. The Cabinet session brought together the territory's senior leadership to deliberate on executive and policy matters.

Flanking the Acting Governor during the session were Premier Dr. Wheatley and Minister for Communications and Works Kye Rymer. Also taking part in the meeting were Minister for Education, Youth Affairs and Sports Sharie B. de Castro, Acting Attorney General Jo-Ann Williams Roberts, and Cabinet Secretary Sandra I.

Under the Virgin Islands Constitution, the Governor is constitutionally mandated to summon and preside over Cabinet meetings, which serve as the primary executive decision-making forum for the territory. In the absence of the substantive Governor, the Acting Governor fulfills these critical duties to maintain continuity in government operations, ensure smooth administrative function, and oversee the formalization of Cabinet decisions.

Penn brings a deep reservoir of legal and executive experience to the position. A King's Counsel and prominent legal scholar, she has previously served the British Virgin Islands in several high-ranking capacities, including as Deputy Premier, Minister for Health and Social Development, and Attorney General.

Her familiarity with constitutional governance and public administration provides vital stability during periods of gubernatorial transition or absence. The meeting allowed the executive team to proceed with critical national business, review upcoming policy measures, and address priorities relevant to the residents of the Virgin Islands.

The ongoing administration of Cabinet ensures that government business remains responsive to the territory's developmental and public sector needs.
