Blaize-Adams Named Deputy Education Secretary
The Government of the Virgin Islands has appointed Patricia Blaize-Adams as Deputy Secretary in the Ministry of Education, Youth Affairs and Sports, effective 2 February 2026. According to a Government of the Virgin Islands press release, Ms. Blaize-Adams brings more than 20 years of human resources experience and will support policy development, research and inter-ministerial coordination as the ministry advances its education and public service reform agenda.
The Government of the Virgin Islands has appointed Patricia Blaize-Adams as Deputy Secretary in the Ministry of Education, Youth Affairs and Sports, effective 2 February 2026, the Government said in an official release. Blaize-Adams joins the Ministry from the private sector with more than two decades of human resources experience across the Caribbean.
According to the Government press statement, she most recently served as Human Resources Manager at the BVI Ports Authority and has held senior posts including HR Director and Regional Learning and Development Director for the Caribbean, as well as Regional Head of HR for Cable and Wireless (FLOW).
Blaize-Adams is charged with advising and supporting the Permanent Secretary in the formulation of policy for the Ministry and its departments. The Government notes her responsibilities will include conducting research, developing policy proposals, liaising with other ministries on a wide range of issues and providing direct leadership on special projects affecting schools, youth programmes and sports development across the territory.
Acting Permanent Secretary Claude Kettle (Permanent Secretary (Ag.)) welcomed the appointment and framed it as part of a wider, people-first approach in the Ministry. "Patricia Blaize-Adams' appointment as Deputy Secretary marks a strong commitment to a people-first approach in our ministry," he said in the Government release, adding that her private-sector experience in guiding organisations through change and aligning strategy with culture and performance will accelerate reforms and strengthen delivery of quality education for every student.
Blaize-Adams holds an Executive Diploma in Management from the University of the West Indies and a Master of Science in Business Management from Manchester Metropolitan University, along with multiple professional certifications. Commenting on her appointment, she said she looks forward to joining the Ministry's leadership team and leading with empathy, quoting Theodore Roosevelt: "People don't care how much you know, until they know how much you care." She said she intends to apply that philosophy to the public sector as the Ministry pursues its transformation agenda.
The appointment is part of the Government's broader push to recruit skilled professionals to support transformation across the public service, a theme reiterated in the Government release. Blaize-Adams' HR and change-management expertise to support more efficient policy development, improved staff capability and better coordination across departments as the territory advances its education and public service reforms.
For residents, the move signals an emphasis on strengthening administrative capacity within education, youth services and sports. The Ministry will now work with its new deputy to translate reform plans into practical improvements in schools and youth programmes, while maintaining inter-ministerial collaboration to address cross-cutting issues raised during the transformation process.
