BVI Concludes Historic Financial Services Trade Mission

The British Virgin Islands has concluded its inaugural nine-day Financial Services Trade Mission to India, highlighted by high-level bilateral talks with Indian Finance Minister Nirmala Sitharaman. The mission forms part of a 10-year strategy to establish India as a second major pillar of the Territory's financial services market alongside China.

The British Virgin Islands has successfully concluded its inaugural Financial Services Trade Mission and Road Show to India, marking a major milestone in the Territory's strategic efforts to expand its financial services footprint across Asia. Organised by the BVI Hong Kong Representative Office under the theme "BVI: A Strategic Partner in India's Global Expansion," the nine-day mission followed three years of stakeholder engagement and planning.

The comprehensive tour covered four major commercial and technological centres: New Delhi, Mumbai, Bengaluru, and Gujarat International Finance Tec-City, commonly known as GIFT City. A central ambition of the outreach is establishing India as a second major pillar of the BVI's international financial services markets, alongside China, by 2036.

The mission was designed to position the Territory as a premier jurisdiction for Indian enterprises seeking to raise capital, structure cross-border investments, and expand into global markets. Wheatley led a 12-member government delegation, which included Minister for Financial Services and Economic Development Lorna G.

Smith, OBE; BVI Financial Services Commission Managing Director and CEO Kenneth Baker; Director of Financial Services Ayana Glasgow; and representatives from the BVI Hong Kong Office. They were joined by 18 private-sector practitioners from the BVI and global financial hubs including Hong Kong, Mauritius, Dubai, Panama, and Europe.

A key highlight was Premier Wheatley's courtesy meeting with India's Finance Minister Nirmala Sitharaman. Officials described the engagement as historic, noting it was the BVI's highest-ranking bilateral meeting with a leading G20 government official outside the United Kingdom in modern history.

The Premier also had the honour of ringing the opening bell at the National Stock Exchange of India before touring the trading floor. Throughout the road shows, discussions focused on BVI investment vehicles and services, including investment funds, business companies, trusts, family offices, and fintech.

The delegation held crucial discussions with key regulatory bodies and trade associations, including the International Financial Services Centres Authority (IFSCA) at GIFT City, the Securities and Exchange Board of India (SEBI), the Bombay Chamber of Commerce, and the EU-India Chamber of Commerce.

Minister Smith also addressed the Money Expo in Mumbai, promoting the compliance standards and flexibility of the BVI's fintech framework. Premier Wheatley praised the BVI Hong Kong Office, led on the mission by Associate Director Siobhan Flax, for delivering the landmark initiative.

The India tour builds directly upon previous Asian trade missions to China and Singapore in 2024 and Malaysia in 2025. Government officials emphasised that the outreach serves as the foundational stage of a multi-year economic engagement strategy, aimed at forging lasting institutional ties that support global trade, joint ventures, and international capital flows.
