BVI Concludes Major India Trade Mission as
The Virgin Islands government delegation has concluded its landmark four-city trade mission to India, highlighting significant progress in regulatory cooperation and cross-border finance. Territory officials and industry participants confirmed that the mission has already generated new business enquiries and opened paths for strategic partnerships.
A Virgin Islands delegation led by Premier and Minister of Finance, Honourable Dr. Wheatley, has concluded a landmark four-city trade mission to India. Spanning New Delhi, GIFT City, Mumbai, and Bengaluru, the high-level visit formed a central part of the Territory's strategy to diversify economic partnerships and position BVI financial structures as key conduits for global investment into India's expanding economy.
Speaking following the mission, Premier Wheatley addressed India's emerging financial hub, Gujarat International Finance Tec-City (GIFT City). GIFT City is India's first operational International Financial Services Centre, designed to draw global corporations, financial institutions, and fintech enterprises.
Premier Wheatley made clear that the Virgin Islands views India's financial ambitions as a major collaborative opening rather than a competitive challenge, explaining that the BVI's established expertise in corporate structures, investment funds, and cross-border finance naturally complements India's growth.
Supported by Junior Minister for Financial Services and Economic Development Lorna G. Smith, OBE, the 12-member official delegation included representatives from BVI Finance, the Financial Services Commission (FSC), and the Government's Hong Kong Office. They were joined by 18 private sector professionals who traveled at their own expense to explore commercial prospects.
Throughout the trip, the delegation held high-level discussions with senior Indian officials, including Union Minister of Finance and Corporate Affairs Nirmala Sitharaman, the Central Board of Direct Taxes, and the International Financial Services Centres Authority (IFSCA), including its Executive Director for Capital Markets, Pradeep Ramakrishnan.
At a BVI-GIFT City roundtable, discussions with GIFT City leadership and the Department for Promotion of Industry and Internal Trade highlighted BVI fund structures for facilitating foreign direct investment. Crucially, the IFSCA confirmed it is open to pursuing a Memorandum of Understanding with the BVI FSC, subject to standard approvals.
Alongside official bilateral meetings, the delegation hosted BVI Financial Services Roadshows across New Delhi, Mumbai, and Bengaluru, connecting local practitioners with Indian fund managers, institutional investors, and advisers. Delegates secured an invitation to attend the Global Securities Markets Conference in 2027, while extending invitations to Indian counterparts for the BVI's FinTech on the Seas gathering in 2027.
Premier Wheatley noted that the mission strengthened ties and established a powerful platform to facilitate international investment into India while creating new opportunities for the Territory. Junior Minister Smith emphasized that the direct access to Indian financial institutions demonstrated the strength of the BVI's funds offering, delivering mutual growth.
Private sector participants also reported immediate tangible outcomes. Sabinah Clement, Interim Head of Global Incorporations at Vistra, stated that the face-to-face engagements in strategic growth markets have already developed into active client enquiries and prospective instructions, underscoring the commercial value of joint government and industry outreach.
