BVI Earns Top Regional Compliance Ratings
The Caribbean Financial Action Task Force (CFATF) has found the BVI Compliant or Largely Compliant across all 40 FATF standards after reforms addressing supervision, beneficial ownership transparency and investigative powers. Government officials say the result shows a clear political commitment to protecting the territory's reputation as a well-regulated financial centre.
The British Virgin Islands has received a major endorsement from regional regulators after the Caribbean Financial Action Task Force (CFATF) rated the territory Compliant or Largely Compliant across all 40 global anti-money laundering and counter-terrorist financing standards set by the Financial Action Task Force (FATF).
The CFATF report follows a 2024 review that highlighted weaknesses in the BVI's oversight — notably in monitoring financial institutions, improving transparency on company ownership and strengthening investigations into suspicious transactions. In response, the BVI government and regulators implemented a detailed action plan early this year to address those gaps.
According to the CFATF, the territory made measurable improvements in supervising financial and professional service providers, tightening rules on beneficial ownership, and expanding the powers of the Financial Investigation Agency to investigate and penalise wrongdoing. Those changes helped lift the territory's ratings across the full suite of FATF standards.
Junior Minister for Financial Services Lorna Smith described the assessment as proof of the territory's commitment to a transparent and trusted financial environment. She said: 'We are proud to have reached this level of compliance. I want to pay tribute to the Attorney General's Chambers, the Financial Services Commission, the Financial Investigations Agency, and all domestic law enforcement agencies whose work has enabled us to reach this milestone.' Attorney General Dawn Smith called the finding an important step forward and said the priority now is to 'maintain the current pace of progress, implementing measures which will strengthen our financial system and allow us to more effectively tackle financial crime.' For residents and businesses in the BVI, the improved rating is likely to reinforce international confidence in the territory's financial services sector, which is a major contributor to the local economy.
Officials say the result should reassure international partners and help protect the BVI's reputation as a trusted jurisdiction for company registration and cross-border financial activity.
