BVI Earns Top-Tier Recognition in Commonwealth Public

The Government of the Virgin Islands has been named one of the top three regional leaders in public debt management at the inaugural Commonwealth Public Debt Management Awards, held at Marlborough House in London on 26 March 2026, the Government said. The recognition, announced during the week-long Commonwealth Public Debt Management Forum, highlights the Territory’s progress in fiscal governance, resilience and alignment with international best practices, and follows ongoing technical assistance from the Commonwealth Secretariat.

The Government of the Virgin Islands has been recognised as one of the top three regional leaders in public debt management at the inaugural Commonwealth Public Debt Management Awards, held at Marlborough House in London on 26 March 2026, the Government said in a press release. The awards were hosted by the Commonwealth Secretariat as part of a week-long Commonwealth Public Debt Management Forum that brought together policymakers and financial experts from across the 56-member Commonwealth to share best practice and advance sustainable debt strategies.

According to the Government, the Caribbean region emerged as a standout performer at the forum, demonstrating leadership in addressing debt vulnerabilities and climate-related financial challenges. Michele Phillips, Macro Fiscal Coordinator in the Ministry of Finance, accepted the Regional Debt Management Office Award for the Caribbean on behalf of the Government of the Virgin Islands.

Financial Secretary Jeremiah Frett said the recognition reflects ongoing efforts to strengthen institutional capacity. "We remain focused on strengthening our institutional capacity and leveraging innovative tools to ensure long-term economic stability for our people," Mr. Frett said in remarks quoted by the Government.

Phillips added, "This recognition is a testament to the Government of the Virgin Islands' disciplined approach to public financial management and our commitment to continuous improvement," the Government release stated. The award places the Virgin Islands alongside other regional leaders that have demonstrated strong debt-management frameworks, transparency and alignment with international best practices.

For BVI residents, officials say the honour signals practical benefits: better public debt management can improve fiscal resilience, enhance the Territory's credibility with lenders and investors, and support more efficient use of limited public resources. The Government noted that improved debt recording, reporting and risk management also contribute to more transparent budgeting and a clearer strategy for responding to climate shocks and other emergencies that disproportionately affect small island economies.

The Territory continues to receive technical assistance from the Commonwealth Secretariat. The Ministry of Finance uses systems such as Meridian to support enhanced debt recording, reporting and analysis, and the Commonwealth Secretariat provided targeted assistance to support development of a Business Continuity Plan for Debt Management from 20 April to 1 May 2026, the Government said.
