In a significant move towards youth leadership and development, Education Minister Hon de Castro has unveiled the establishment of the Governor's Board for the Virgin Islands Cadet Corps. In a recent session at the Eighth Sitting of the Second Session of the Fifth House of Assembly on September 16, 2025, Education Minister Hon de Castro provided valuable updates on the progress of the Virgin Islands Cadet Corps, a pivotal program aimed at nurturing youth leadership within the territory.
Minister de Castro announced the formal establishment of the Governor's Board of the Virgin Islands, a critical step initiated by the Ministry of Education on May 27, 2025, to bolster the Cadet Corps' foundation and future. The newly formed Board has been tasked with a broad mandate, including policy formulation, managing affairs, preparing annual budget estimates, and executing duties assigned by the Cadet Corps Council.
With a curriculum that embraces drill, first aid, fieldcraft, and civic education, among other areas, the Corps is poised to instill key values such as discipline, self-confidence, and civic responsibility in its participants. Highlighting the immediate priorities, Minister de Castro pointed out the Board's focus on addressing financial and budgetary concerns, finalizing rank appointments for adult officers, and scrutinizing the strategic direction of the Corps.
Additionally, there's an emphasis on developing a template for future operations and enhancing board members' and stakeholders' understanding of the Corps through immersive training experiences. Despite facing challenges related to public support and educational infrastructure, the Minister outlined short-term goals aimed at expanding the Corps' membership through a national recruitment drive, securing an administrative headquarters, and fostering adult staff mentorship for succession planning.
