BVI Expands Financial Ties and Outlines Key
The Virgin Islands has achieved significant milestones during its inaugural financial services trade mission to India, cementing relationships across key commercial hubs including New Delhi, GIFT City, Mumbai, and Bengaluru. High-level discussions yielded invitations to major international finance summits, progress toward a bilateral Memorandum of Understanding, and targeted outreach to Indian startups and family offices.
The Virgin Islands has marked a major milestone in diversifying its international client base through its inaugural financial services trade mission to India, engaging top government ministers, regulators, and industry leaders across four premier commercial and technology centers: New Delhi, Gujarat International Finance Tec-City (GIFT City), Mumbai, and Bengaluru.
The mission builds on formal relations established in September 2025 through the office of His Excellency Mayank Joshi, India's High Commissioner to Jamaica and Non-Resident Consul to the Virgin Islands, who assisted in facilitating the delegation's engagements. Wheatley met with India's Union Minister of Finance and Corporate Affairs, Nirmala Sitharaman, to explore cooperation in finance, taxation, financial technology, and economic policy. Delegates also held discussions with India's Department of Financial Services and the Central Board of Direct Taxes.
Meanwhile, Junior Minister for Financial Services and Economic Development Honourable Lorna G. Smith, OBE, conducted targeted meetings with the Department for Promotion of Industry and Internal Trade and the International Customs Division. At GIFT City, the delegation engaged with Shri Pradeep Ramakrishnan, Executive Director of the International Financial Services Centres Authority.
The discussions yielded immediate tangible outcomes, including an invitation for the BVI to participate in the Global Securities Markets Conference in February 2027, talks to progress a bilateral Memorandum of Understanding, and further exploration of the Territory's captive insurance market.
In turn, BVI Finance extended an invitation for Indian delegates to attend FinTech On The Seas 2027. A key centerpiece of the mission was the staging of the first BVI-India Trade Mission Roadshow under the theme 'A Strategic Partnership for India's Global Expansion'. Premier Wheatley emphasized the long-standing economic link between both jurisdictions, noting in media interviews with the India Business Law Journal and Mint that the BVI accounted for roughly 17 percent of India's outward investment flows within a decade of its early economic reforms.
The 12-member official delegation featured public and private sector leaders, including representatives from the BVI Financial Services Commission, BVI Finance, and the BVI Hong Kong Office, accompanied by roughly 15 private-sector practitioners. Premier Wheatley noted that the BVI offers an established, world-class legal and regulatory environment enabling Indian enterprises and family offices to raise global capital, structure international joint ventures, and expand smoothly into global markets.
Government officials characterized the mission as the foundation of an enduring, long-term economic partnership designed to bolster the resilience and global competitiveness of the Territory's financial services industry.
