BVI Immigration Moves Conditional Permits Online
The Department of Immigration will stop accepting paper conditional permit applications from December 15, 2025, and will suspend paper submissions from December 16–31 as it prepares to launch a fully digital application system on January 1, 2026. Officials say the move is part of a wider effort to modernise services and they urge residents and employers to prepare to file applications electronically.
The Department of Immigration has announced a shift to a fully digital conditional permit application process, with paper submissions ending on December 15, 2025. Paper filings will be suspended from December 16–31 while staff complete outstanding processing and finalise preparations for the new online system, which is scheduled to go live on January 1, 2026.
Acting Chief Immigration Officer Nadia Demming-Hodge described the change as part of a long-term plan to modernise the department. "This transition is one step in our ongoing efforts to modernize the Department of Immigration’s services," she said, noting that digitising the conditional permit process aims to improve efficiency, strengthen transparency, and increase accessibility for clients.
The department apologised for any inconvenience the temporary pause may cause and thanked the public for its cooperation. It also stressed that all conditional permit applications must be filed digitally once the new system launches, and that staff will be working through pending paper applications during the December suspension period.
For BVI residents, employers and foreign workers, the change means a number of practical steps in the coming weeks. Anyone who prefers a paper application or who has a non-urgent submission should file by the December 15 deadline. Applicants and employers who plan to submit after January 1 should prepare digital versions of required documents, set up any necessary online accounts, and familiarise themselves with the new system to avoid delays.
The department warned that there may be initial delays or technical issues during the roll-out period and encouraged early submission after launch where possible.
