The Ministry of Financial Services, Economic Development and Digital Transformation has marked significant milestones in advancing governance reforms across key public institutions in the Virgin Islands. The ongoing initiatives form a vital part of the Government's wider Governance Reform Transition Plan, designed to implement recommendations stemming from the Commission of Inquiry (COI).

According to the Ministry, these reforms aim to modernize operational policies, enhance administrative transparency, and ensure public entities consistently operate in the best interest of the Territory. A major focus of the reform agenda involves strengthening oversight and institutional frameworks within statutory bodies and government-affiliated organizations.

Key achievements include the formal updating of governing documents for BVI Finance following an extensive review of its management arrangements. In similar fashion, the National Bank of the Virgin Islands amended its governing instruments to align with modern standards of sound corporate governance, institutional accountability, and prudent management.

In addition to corporate and institutional oversight, governance improvements have directly addressed public service delivery and administrative justice. The introduction of the Immigration and Passport (Amendment) Acts of 2024 and 2025, alongside the 2025 Amendment Regulations, established clearer assessment criteria for Residence and Belonger Status applications.

Crucially, the legislative updates also established an independent appeals mechanism, giving individuals a transparent, formal channel to challenge immigration decisions. To ensure residents understood these procedural shifts, the Department of Immigration conducted an extensive public awareness campaign.

Work continues on several other high-priority governance initiatives. The Ministry is currently progressing the National Employment Policy, as well as proposed legislative amendments addressing investment frameworks and statutory board governance. These measures remain at various stages of review and will proceed through standard public consultation and approval channels before enactment.

Ministry officials emphasized that these structural adjustments are designed to reinforce public trust, establish clear procedural guidelines, and ensure equitable treatment across government systems. The Ministry will continue collaborating with associated departments, statutory bodies, and partner agencies to drive long-term institutional reform across the Virgin Islands.
