BVI Officer Joins Jamaica Melissa Relief
Environmental Health Officer Frandy Felix has been deployed to Jamaica to support post-Hurricane Melissa relief efforts coordinated by CARPHA and the Barbados Defence Force. Felix joins a Type 2 field medical hospital deployment in Savanna-la-Mar to help restore critical health services, focusing on water, sanitation and public health protection.
Environmental Health Officer Frandy Felix from the British Virgin Islands has been deployed to Jamaica to assist regional relief operations following Hurricane Melissa, which struck on 28 October 2025. The Caribbean Public Health Agency (CARPHA) is coordinating support alongside the Barbados Defence Force (BDF) and Emergency Medical Team (EMT), and on 22 November Mr.
Felix joined the BDF team mobilising a Type 2 field medical hospital in Savanna-la-Mar, Westmoreland. The Type 2 field medical hospital is being established to restore urgently needed clinical and primary care services in areas where hospitals and clinics have been severely affected.
Felix, who received training earlier this year in field medical hospital operations, will serve as part of a multidisciplinary team responsible for clinical care, engineering support, water and sanitation, logistics and site coordination. Acting Chief Environmental Health Officer Henrietta Alexander said Mr.
Felix will support key environmental health functions within the mission. Permanent Secretary Tasha Bertie underscored the importance of environmental health in disaster recovery, noting that his expertise will help safeguard water quality, sanitation and public health as Jamaica recovers.
The Ministry of Health and Social Development and the deployment team expressed appreciation for Mr. Felix's professionalism and readiness to serve, and emphasised the spirit of regional solidarity behind the mission. For BVI residents, the deployment highlights several important points.
Environmental health officers play a crucial role after disasters by preventing waterborne and sanitation-related illnesses, ensuring safe waste disposal, and advising on vector control to limit outbreaks.
