BVI Signs Mou With Ponce Health Sciences

The Government of the Virgin Islands and Ponce Health Sciences University (PHSU) formalised a partnership on May 5, 2026 with a Memorandum of Understanding (MOU) aimed at advancing healthcare, medical education and economic growth across the Territory, the Government said. Wheatley, called the signing a "transformative milestone" that underscores the Government's commitment to building local capacity and expanding opportunities for Virgin Islanders. Wheatley said bringing "high quality, internationally recognized programs to our shores" helps remove the financial barriers many face when studying abroad and invests in the human capital that will sustain the Territory for generations (Government of the Virgin Islands).
Gino Natalicchio praised the collaboration and emphasised the importance of local hiring. "Today was a very special day after hard work from everybody, especially from the Premier, the Minister and Dr. Perez, our dean," he said, noting that "about 50% of our workforce now in the Health Science University School of Medicine is from the BVI" and adding that hiring local talent is essential to the initiative's success (PHSU/Government release).
Minister for Health and Social Development, Honourable Vincent Wheatley, described the MOU as a significant step that complements ongoing Government investments in infrastructure, legislative reform and long-term healthcare development. Natalie Fahie-Smith, said the agreement reflects a unified vision to advance the Territory and support the School of Medicine's growth. The MOU sets out practical measures to enhance the experience of students, lecturers and administrative personnel and details mutual commitments on investment, training opportunities and policy support.
Officials said these measures are intended to strengthen the School of Medicine programme, improve healthcare quality, and stimulate economic diversification through the presence of students, faculty and related services. Premier Wheatley highlighted the potential for education-related tourism and noted that the arrival of students and faculty will contribute to economic diversification in the BVI (Government of the Virgin Islands). For BVI residents, the agreement promises easier access to medical training at home, potential new employment in education and health services, and growth in education-related business activity.
Government and PHSU officials said they will continue to work together to refine the programme, expand training opportunities, and remove barriers that have previously prevented local students from pursuing medical careers abroad.
