Conditional Permit Applications Going Fully Online; Paper
The Department of Immigration has confirmed paper conditional permit applications will be accepted through 15 December 2025, with a temporary pause on paper submissions from 16–31 December as officials finish processing and prepare a new online system that launches 1 January 2026. The move, announced in a Department of Immigration/BVI Government release, is part of a broader government effort to digitise services and improve efficiency for employers, recruitment agents and foreign nationals.
The Department of Immigration has set a firm timetable for moving all conditional permit applications to an online-only system. According to a Department of Immigration press release first issued 1 December 2025 and circulated by the BVI Government, paper applications will be accepted up to and including 15 December 2025.
From 16–31 December 2025 the department will temporarily pause acceptance of paper submissions while it completes processing of outstanding cases and finalises preparations for the new digital application. The enhanced online conditional permit application portal is scheduled to go live on 1 January 2026.
From that date forward, all new conditional permit submissions must be made through the digital portal, the department said. The change forms part of the Government of the Virgin Islands' wider push to digitise services, including centralised contact points and a virtual booking system for other departments.
Nadia Demming-Hodge reiterated the department's modernization goals in the release: moving the conditional permit application process online is part of a long-term commitment to digitising services to improve efficiency, strengthen transparency and make services more accessible to clients.
The department apologised for any inconvenience the temporary pause may cause and thanked the public for its patience and support during the transition. Applicants with outstanding paper forms are advised to submit before or on 15 December if they want those applications processed under the existing paper system.
The department warned that processing times may be slower during the 16–31 December pause and around the holiday period, and it urged applicants to allow extra time and to reach out early for urgent or emergency cases so issues can be addressed before the pause and launch. The department says the new digital application will streamline submissions, reduce paperwork, make application tracking easier and improve communication between applicants and officials.
Employers, recruitment agents and foreign nationals who regularly use the conditional permit system should prepare to switch to the online process when it launches on 1 January 2026. Residents are encouraged to seek help early, prepare required documents in digital form where possible, and plan around the December pause so that applications are not delayed when the online system goes into effect on 1 January 2026. The department will finish processing paper applications submitted by 15 December during the short pause and will provide support for applicants during the transition.
