Contract signed for roof repairs and lightning

Orlando Smith Hospital and its Annex, the government said. According to the RDA statement, the contract was awarded through a National Competitive Bidding (NCB) process issued in December 2025. KM Construction, led by Managing Director Keith Malone, was selected from three bids, a detail provided in the latest government release that reinforces the agency’s commitment to transparency, fairness and value for money.
The scope of work includes repairs and upgrades to roofing and guttering systems, installation of a fully watertight roofing membrane, and a robust, fully compliant lightning protection system to ensure proper grounding and enhanced safety across the hospital campus. The RDA said these measures will help protect equipment, staff and patients, and reduce service interruptions during storms.
Premier and Minister of Finance Honourable Dr. Natalio Wheatley welcomed the signing as part of the Government’s ongoing efforts to strengthen healthcare infrastructure. “As we seek to build this sustainable nation, it is critically important that we support the systems that care for the health of our people.
We never know when we or our loved ones will need the services of our healthcare facilities,” he said in the government release, praising collaborative work between the Ministry of Health and Social Development, the BVIHSA and the RDA. Wheatley described the works as “timely and critical,” saying completion will strengthen infrastructure, enhance safety and support uninterrupted delivery of high-quality healthcare to residents of the Virgin Islands. June Samuel, framed the contract as part of the Authority’s eight-year strategic vision—the first such long-term plan for the BVIHSA since its 2014 establishment—and stressed the need for hospital facilities to meet international standards.
Samuel recalled how hospital buildings served as safe havens after the 2017 hurricanes and said the repairs will restore internal spaces to optimal condition for staff, equipment and patients. RDA Chief Executive Officer Anthony McMaster called the contract “a critical step in protecting one of our most important public assets,” noting the award followed the NCB process and fostered local contractor participation.
KM Construction, which previously worked on the Annex building, said it aims to complete the project on time and within budget, with Managing Director Keith Malone noting, “It is a pleasure to continue what was started. This is a very important project, and we fully understand its significance.” The roof and lightning works form part of the broader BVIHSA Infrastructure Improvements Programme.
The government release points to recent related contracts including Barry’s Electrical Services Ltd (signed 12 January 2026) for generator connectivity to improve power reliability, and a November 2025 award to TCH for façade clean-up and signage. A contract for clinics’ lobby repairs is expected to be signed soon, signalling a shift from planning to execution across the Territory’s healthcare improvements.
Established in 2018, the RDA implements priority recovery and development projects on behalf of government; these combined works aim to improve safety, resilience and the overall functioning of public healthcare facilities for BVI residents, the release said.
