Contractors Sought to Outfit Records Management Centre

The Government of the Virgin Islands (GOVI) has issued a call for qualified contractors to undertake the outfitting of the Records Management Centre on the ground floor of the CTL Building at Pasea Estate, Tortola. Bid documents are available from 20 April 2026, a virtual pre-tender meeting is scheduled for 30 April 2026, and physical tenders must be submitted by 10:00 a.m. on 2 June 2026. The scope includes industrial-grade shelving, electrical lighting fixtures and conduits, and fit-out work; the shelving must be durable for a marine/coastal environment and include a two-tier mezzanine system for optimized storage (GOVI).

The Government of the Virgin Islands (GOVI) is seeking qualified and suitably experienced contractors to undertake the outfitting of the Records Management Centre located on the ground floor of the CTL Building (formerly Elmore Stoutt High School) at Pasea Estate, Tortola, GOVI said in a public notice.

The works consist of the supply and installation of industrial-type shelving suitable for a records centre, installation of electrical lighting fixtures, conduits and appurtenances, and other make-fit-for-purpose works to prepare the space for long-term records storage. The building is owned by CTL Holding Ltd, and the centre will serve government records management needs across the Territory.

GOVI’s published scope specifies that materials and systems must be structurally durable in a harsh, marine/coastal environment (within a 100-mile radius of the sea). Shelving must meet commercial warehouse loading capacities and be dimensioned as a two-tier system that incorporates a mezzanine level to optimise storage.

Rows must be accessible from both sides, with appropriate access aisles for efficient storage and retrieval, the release said. Tenderers must demonstrate financial and administrative compliance with GOVI requirements. Firms and individuals are required to submit valid Certificates of Good Standing from the Director of the Social Security Board, the National Health Insurance authority, and the Commissioner of Inland Revenue, along with proof of company registration and confirmation that there are no outstanding payments due to the Government of the Virgin Islands.

GOVI warns that any tender submitted without the required valid certificates will be deemed non-responsive and rejected at opening. Bid documents will be available from Monday, 20 April 2026, on weekdays between 9:00 a.m. and 4:00 p.m. Electronic copies may be requested by emailing procurement@gov.vg with the subject line "Supply and Installation of Shelving and Storage System for the Records Management Centre." Tenderers are advised that the destination mailbox does not automatically return an acknowledgement; if no acknowledgement is received within two working days, tenderers should follow up with the Procurement Coordinator.

GOVI and the Procurement Unit will not be responsible for non-receipt of email requests, the notice cautioned. A virtual pre-tender meeting is scheduled for Thursday, 30 April 2026 at 10:00 a.m. local time. GOVI said attendance is recommended but not mandatory; all prospective tenderers will be notified of the access code and password prior to the meeting.

Tenders must be submitted in physical form: one original and three copies plus one flash drive containing the tender documents. Envelopes must be clearly marked and placed inside an outer envelope bearing the tender title. All tenders must be deposited by bearer in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, 2nd Floor, Road Town, Tortola no later than 10:00 a.m. on Tuesday, 2 June 2026.

Tenders will be opened at 11:00 a.m. the same day and may be observed via WebEx; access codes will be provided to tenderers in advance. GOVI does not bind itself to accept the lowest or any tender and will not defray costs incurred by tenderers.
