David Archer Named Acting Governor
Deputy Governor David D. Archer Jr. is serving as Acting Governor of the Virgin Islands from 15 to 22 August 2026 while Governor Daniel Pruce is out of the Territory, the Government Information Service said. Archer Jr. has assumed the role of Acting Governor of the Virgin Islands for the period 15 to 22 August 2026, the Government Information Service (GIS) announced on 15 August 2026. The temporary appointment was made under section 37(1)(a) of the Virgin Islands Constitution Order, 2007, which the government release quoted to explain the constitutional basis: “During any period when the office of Governor is vacant, or the Governor is absent from the Virgin Islands or is for any other reason unable to perform the functions of his or her office, the Deputy Governor shall, during His Majesty’s pleasure, act in the office of Governor and shall perform the functions of that office accordingly.” The release circulated by Eusa Z.

Mr Archer’s Oaths of Allegiance and Due Execution of Office were administered by Her Ladyship the Honourable Justice Angelica Teelucksingh, completing the formal steps for him to assume the Governor’s responsibilities for the specified period, GIS said.
Local news site VINO also reported the appointment and noted that Mr Archer takes over from Mrs R. Dancia Penn, OBE, KC, whose stint as Acting Governor ended on 14 August 2026. Governor Daniel Pruce’s absence from the Territory—part of which coincided with events during Emancipation Festival 2026—prompted the temporary handover of the Governor’s functions, according to VINO and the government notice.
While Acting Governor, Mr Archer will carry out the constitutional and ceremonial duties of the office, including signing instruments, presiding over matters requiring the Governor’s authority, and representing the Territory in official capacities as necessary. The government emphasised that government operations and public services will continue as normal during this period.
