Deputy Governor David D. Archer Jr. Appointed
The Government of the Virgin Islands has confirmed that Deputy Governor David D. Archer Jr. will serve as Acting Governor from Saturday, 22 November 2025 through Tuesday, 23 December 2025 while Governor Daniel Pruce is overseas. Jahphix Television (JTV) reports that Governor Pruce will attend the annual Joint Ministerial Council meetings in the United Kingdom before proceeding on annual leave, and Archer’s appointment followed the required oaths administered on 20 November.
The Government of the Virgin Islands has confirmed that Deputy Governor David D. Archer Jr. will act as Governor from Saturday, 22 November 2025, through Tuesday, 23 December 2025 during the scheduled absence of His Excellency Governor Daniel Pruce. The temporary appointment was announced to ensure continuity of government while the Governor is out of the Territory.
Archer’s Oath of Allegiance and Oath for the Due Execution of Office were administered on Thursday, 20 November 2025, by Her Ladyship the Honourable Justice Angelica Teelucksingh in the presence of Governor Pruce, the Government said. The formal swearing-in preceded the transfer of authority that took effect on 22 November.
The acting arrangement is being carried out under section 37(1)(a) of the Virgin Islands Constitution Order 2007, which authorises the Deputy Governor to act in the office of Governor when the Governor is absent or otherwise unable to perform the functions of the post. Archer will perform the statutory and ceremonial duties of the Governor’s office and has the authority to carry out functions that require the Governor’s assent or intervention.
According to a report from Jahphix Television (JTV), Governor Pruce is scheduled to participate in the annual Joint Ministerial Council meetings in the United Kingdom before proceeding on annual leave. Government House has indicated that the Governor will be overseas for those commitments and will take annual leave upon his return, a schedule that accounts for the full period of Mr.
For residents, the change is procedural and intended to ensure uninterrupted public services. Routine government operations, departmental oversight and constitutionally established functions are expected to continue without disruption while the Acting Governor carries out the necessary duties.
