Design Contracts Signed for Cultural Projects
The Government of the Virgin Islands signed contracts on 10 March 2026 to begin design work for two major public projects: the National Cultural Arena and the redevelopment of Estate House #2 (Oleander House), the former Chief Minister’s residence. The Recovery and Development Agency hosted the ceremony where officials confirmed design leads, outlined project features and said construction funding will be provided after design and procurement are complete.
The Government of the Virgin Islands took a concrete step to strengthen cultural identity and modernise public infrastructure on 10 March 2026, when it signed contracts to begin design work for the National Cultural Arena and for Estate House #2 (Oleander House), the former Chief Minister’s residence.
The Recovery and Development Agency (RDA) hosted the signing ceremony that marked the start of the design phase for both projects, according to a Government of the Virgin Islands press release. Speaking at the ceremony, Acting Governor David D. Archer Jr. framed the work as part of the Territory’s legacy-building. “Legacy is built through symbols, structures and systems,” he said, noting that developing a modern official residence will lower rental costs and reflect the growing quality of public infrastructure (Government of the Virgin Islands).
The contract for Estate House #2 covers design services to transform the historic property in the McNamara area of Road Town into an energy-efficient, secure residence for senior government officials. Lavina Liburd of TigerQI Architecture will lead the design team. Liburd described the assignment as one of continuity and public service, saying the restored property will be “safe, secure and technologically forward-looking, environmentally friendly and sustainable” (Government of the Virgin Islands).
Premier and Minister of Finance Honourable Dr. Wheatley told the signing that the project is part of a wider effort to revitalise the public estate in partnership with the office of the Deputy Governor. He confirmed that funding will be made available to advance construction once the design phase and procurement processes are complete, and emphasised the need for safe, functional and dignified workspaces for those serving the Territory (Government of the Virgin Islands).
The second contract covers architectural and engineering design for the National Cultural Arena, to be constructed behind the Ralph T. O’Neal Administration Complex in Road Town. The planned facility will include a performance stage, vendor spaces, concession areas, audience seating with VIP accommodations, restrooms and supporting amenities to host a wide range of public events, the Government release states.
RDA Chief Executive Officer Anthony McMaster called the arena a “strategic investment in the cultural life of the Virgin Islands,” adding that creating dedicated spaces for arts and traditions is essential to cultural expression. Design consultant Jose DeCastro of 3DE said the arena will allow culture to be experienced year-round and represents a passing of the baton from past leaders to the present generation (Government of the Virgin Islands).
Junior Minister for Tourism and Culture Honourable Luce Hodge-Smith highlighted the arena’s role as a permanent home for the Emancipation Festival in District Four, ending decades of temporary setups and logistical challenges. Once realised, the national cultural arena is expected to become the Territory’s primary venue for cultural performances, festivals and community events and to strengthen the Virgin Islands’ appeal as a cultural and tourism destination.
Established in 2018, the RDA continues to implement priority recovery and development projects and is transitioning toward an expanded development mandate to support sustainable national growth. Together, the two projects aim to modernise public estate assets, reduce long-term costs and create visible spaces that celebrate and preserve the identity of the Virgin Islands (Government of the Virgin Islands).
