Diplomatic Leaders Honoured in BVI
Twelve past and present diplomatic leaders were recognised at Scrub Island Resort on 21 October as the International Affairs Secretariat launched Diplomatic Week 2025 under the theme “From Island Shores to Global Doors.” Honourable Lorna G. Smith, OBE, received the Pioneer Award for her long-standing role in building the Territory’s international presence; week-long events include a Caribbean UK Overseas Territories Caucus meeting, a public panel and school visits.
Twelve past and present diplomatic leaders were formally recognised at a gala ceremony on Tuesday 21 October at Scrub Island Resort as the International Affairs Secretariat in the Premier’s Office officially launched Diplomatic Week 2025 under the theme “From Island Shores to Global Doors.” The honourees named by the Government included Dr.
Sherri Ortiz, Honourable Dawn Smith, Mrs. The recognitions cover service to the Virgin Islands in the diplomatic sphere from 2004 to the present. Acting Director of the International Affairs Secretariat (IAS), Ms. Dwynel Davis, said Diplomatic Week “showcases and deepens our understanding of the vital work that goes into representing our Territory on the international stage,” emphasising the role of diplomacy in building partnerships and advocating for BVI interests abroad.
Wheatley noted the Territory’s outsized global footprint despite its small size, saying: “As an international financial center with connections that span continents, it is essential that we continue to represent ourselves and our interests in the global arena - not through others, but with our own voice.” The Premier framed the recognitions as part of wider efforts to strengthen the Territory’s international engagement.
A special Pioneer Award was presented to Honourable Lorna G. Smith, OBE, recognising her pivotal work from the early 1990s through 2008 in developing the Virgin Islands’ international relations and financial services presence. Minister Smith, who serves as Junior Minister for Financial Services, Economic Development and Digital Transformation, reflected on mentors who encouraged her study of international relations and on the need to defend principles in challenging times: “Might cannot always be right… the future for the Virgin Islands in diplomacy is bright.” She also praised training initiatives in the Hong Kong and London offices and called for expanded diplomatic development in the region.
Diplomatic Week activities run alongside the Caribbean UK Overseas Territories Caucus Meeting (21-23 October) and include a public panel on 22 October titled “Our Place in the World: The Evolving Diplomacy of Overseas Territories,” plus school visits on 23-24 October to engage young people in diplomacy and international affairs.
The Premier’s Office reiterated its commitment to promoting good governance and sustainable development, positioning the IAS as the focal point for coordinating cross-sectoral policies that advance the Territory’s interests on the global stage.
