Political circles across the Virgin Islands are buzzing with speculation following reports that Dr. Stoutt was recently introduced at a gathering hosted by the Progressive Labour Movement (PLM), led by former legislator and businessman Mark H. Stoutt, who has been associated with the political advocacy group known as All 13 for over a year and previously held a leadership role within that collective, is rumored to be considering a run as an At-Large candidate under the PLM banner.

While members of All 13 are reportedly permitted to attend external political meetings, Dr. Stoutt's presence and formal introduction by Vanterpool have fueled discussions regarding whether he will officially join the emerging movement ahead of the 2027 General Election. The PLM, formed largely as an offshoot from the main opposition National Democratic Party (NDP), continues its aggressive push to assemble a full slate of candidates.

To date, the party has announced Clifton Forbes for District 3 and Juan Richard-Hatchett for an At-Large seat. Lettsome is expected to contest District 7, while Zoe J. Walcott-Maduro is widely tipped to secure an At-Large nomination. Talks of further high-profile alignments remain active, including persistent speculation regarding Sixth District Representative Hon.

Walwyn, though no formal declaration has been made. During the gathering, PLM leadership signaled urgency regarding its roster, stating that the organization would not wait indefinitely on uncommitted candidates currently in dialogue with the party. Political organizations throughout the Territory face the logistical challenge of vetting contenders for all electoral districts.

While a standard slate requires 13 candidates, that number could rise to 15 if proposed constitutional adjustments introducing two additional At-Large seats receive approval. As preparations advance, inter-party friction has already surfaced, with NDP figures publicly criticizing the PLM's campaign direction as the race toward 2027 begins to take shape.
