Estate House No 2 Demolition Begins
The Virgin Islands Recovery and Development Agency (RDA), supporting the Office of the Deputy Governor, has contracted No Limit Construction to fully demolish Estate House No. 2, the former Chief Minister’s residence. Demolition is scheduled to begin on 23 February 2026 and will prepare the site for a new, modern facility as part of a wider programme to modernise Government assets.
The Virgin Islands Recovery and Development Agency (RDA), acting in support of the Office of the Deputy Governor, has signed a contract for demolition services at Estate House No. 2 — the former Chief Minister’s residence — marking the next step in a planned programme to revitalise Government property.
Demolition works are scheduled to begin on 23 February 2026. The successful contractor, No Limit Construction, will fully demolish the single-storey reinforced concrete building, including its foundation, and manage the safe removal and disposal of all building components. The RDA says the completed works will deliver a safe, stable, construction-ready and environmentally responsible site suitable for the next phase of development.
Archer Jr. described the project as both symbolic and practical for the future of the public estate. "This demolition represents hope and aspiration for the future of the Government’s public estate," he said, acknowledging the building’s historical significance while stressing the need to modernise.
The Deputy Governor noted the works form part of a wider strategy to improve residential infrastructure for senior public officials and to support long-term planning for the Territory’s governance needs. RDA Chief Executive Officer Anthony McMaster emphasised the Agency’s role in advancing Government priorities and managing public assets. "The RDA takes pride in working alongside the Government of the Virgin Islands to advance its priorities," he said, noting the demolition is one element of a broader programme, pursued with support from the Ministry of Finance, to progressively rebuild and modernise Government assets.
No Limit Construction owner Rajah Smith highlighted his company’s experience working with the Deputy Governor’s Office, citing past projects including demolition at the former Post Office and installation of weather stations across the islands. "We have a proven track record... and I look forward to continuing to do good work together," he said.
Deputy Secretary Aisha Hill-Massicote, speaking for the Permanent Secretary, called the contract signing an important step in careful stewardship of public assets. She said the action reflects a commitment to thoughtful, transparent redevelopment that meets present and future needs.
The RDA, established in 2018 to implement priority recovery and development projects, will manage project oversight to ensure the demolition proceeds safely and in accordance with established standards. Local residents and stakeholders are expected to receive further updates as the project progresses and plans for the new facility are developed.
