Fia Urges Donors to Remain Vigilant
The BVI Financial Investigation Agency (FIA) has published guidance urging donors to exercise caution when giving to charitable causes and to report any suspicious transactions. The BVI Financial Investigation Agency (FIA) is calling on members of the public and the donor community to stay vigilant when contributing to charitable organisations, publishing a set of best-practice recommendations to reduce the risk of fraud, money laundering and misuse of funds.
The Guidance, released by the FIA and promoted by the BVI Financial Services Commission, sets out practical steps donors should take before making contributions. It advises confirming that non-profit organisations are properly registered with the appropriate BVI authorities, seeking clear explanations of how donations will be used, and reviewing the charity’s financial transparency, including the availability of audited accounts and governance structures.
The document also highlights common red flags donors should watch for, such as requests for anonymous donations, pressure to give quickly, a lack of clear governance or oversight, and unexplained financial activity or transfers. Donors are encouraged to ask detailed questions about a charity’s programmes, partners and financial controls if anything appears unclear.
Importantly, the Guidance reminds the public to report any suspicious transactions or activities to the FIA. While it does not replace ongoing legal and regulatory requirements, it aims to equip local donors—individuals, businesses and visiting tourists—with the information needed to make safer giving decisions in the Territory.
