Fisheries Complex Construction Targeted For Early 2027
Construction of a new fisheries complex at the Omar Hodge Fisherman’s Wharf could begin in the first half of 2027. The Recovery and Development Agency is currently updating designs based on feedback from local fishers and stakeholders. The modern facility will offer processing, cold storage, and ice production to revitalize the Territory's fishing industry.
Construction of a new fisheries complex at the Omar Hodge Fisherman’s Wharf in Baughers Bay could commence during the first half of 2027, according to officials from the BVI Recovery and Development Agency (RDA). Speaking at a recent public stakeholder consultation, RDA Director of Programme Delivery Shaina Smith-Archer stated that the project remains in the preliminary design stage.
Officials are currently reviewing and integrating feedback gathered from local fishers to ensure the facility meets the community's operational needs. The final design is scheduled for completion by November, paving the way for the procurement and contracting phases. The proposed facility will replace the former complex that was severely damaged during Hurricanes Irma and Maria in 2017.
While the new building will occupy a smaller footprint than the original structure, planners emphasized that modern equipment and optimized layouts will make up for the reduced space. Partial land reclamation will also be undertaken at Baughers Bay to accommodate the building footprint and dedicated vehicle parking.
Designed primarily as a drop-and-go facility, the complex will allow fishers to quickly unload their catch, purchase ice, and depart rather than berthed long-term. The complex is projected to handle between 5,000 and 10,000 pounds of fish and seafood weekly. Planned features include a multi-height dock to accommodate vessels of varying sizes, processing and packing bays, a testing laboratory, a blast freezer, holding cold storage, an ice plant, a dockmaster’s office, and retail sales space.
Design consultancy firm WDMO Group, which was awarded the project design contract in March 2026, is now preparing an updated construction estimate and final blueprints. During the consultation, fishers raised practical concerns regarding dock space, on-site fuel availability, vehicle parking, and the possibility of public-private partnerships to manage day-to-day operations.
Smith-Archer reaffirmed the agency's commitment to keep fishers informed of all major adjustments before construction commences.
