Freeman Joins Issa Control Commission
Lorie A. Freeman, Director of the Virgin Islands Social Security Board, has been elected Titular Auditor to the International Social Security Association (ISSA) Control Commission following the World Social Security Forum in Kuala Lumpur. Her appointment and the SSB’s Certificate of Merit at the forum highlight the BVI’s growing role in international social protection discussions.
Freeman, Director of the Virgin Islands Social Security Board (SSB), has been appointed Titular Auditor to the International Social Security Association (ISSA) Control Commission after elections held at the World Social Security Forum (WSSF) in Kuala Lumpur. The forum, held from September 29 to October 3, 2025, brought together more than 2,000 delegates from over 130 countries to discuss how social protection systems can respond to demographic change, labour market shifts, climate risk and digital transformation.
Freeman was part of a 27-member Caribbean delegation that attended the event. As Titular Auditor, Freeman will supervise the financial affairs of ISSA and ensure compliance with the association’s regulations and code of transparency. The role places her on the ISSA Control Commission, the body responsible for oversight of member institutions’ financial governance.
In announcing the appointment, the SSB said Freeman’s selection underscores the Board’s commitment to contributing to global standards of social protection. "I am honoured to serve in this capacity," Freeman said. "This role presents a valuable opportunity to contribute to global dialogue, with the perspective and experience of the region.
I intend to approach the work with diligence, and I look forward to the collaborative impact this experience will offer." She also thanked Caribbean colleagues who supported her nomination and the ISSA Council for their confidence. Freeman was confirmed as Director of the Virgin Islands Social Security Board on January 2, 2025, following approval in the House of Assembly.
Forbes described her election as "a proud moment for the Virgin Islands and an integral step to advancing collaboration and innovation." Two other senior BVI officials — Tasha K. Bertie, Permanent Secretary to the Minister for Health, and Maya M. Barry, Member of the Board of Directors — also attended the WSSF.
In addition to Freeman’s election, the Social Security Board received a Certificate of Merit from ISSA for its submission to the inaugural International Social Security Video Festival. The Board’s entry highlighted its 2024 public education campaign, "Secure Your Tomorrow," recognising the SSB’s efforts to raise awareness about social protection among residents.
For BVI residents, Freeman’s new role offers potential benefits: closer alignment with international best practice, stronger financial governance at the SSB, and enhanced opportunities for knowledge exchange that can inform local policy and service delivery. The appointment signals increased BVI visibility in global social security discussions and may help attract technical cooperation and capacity-building resources in the years ahead.
