FSC Names First Recipients of Robert Mathavious
The BVI Financial Services Commission has awarded its inaugural Robert A. Mathavious Scholarship Grants to Janine Abbey, Rhema Richardson, and Tameika Marshall Campbell. First announced in December 2025 and launched in 2026, the ongoing grant covers tuition for specialized financial services and compliance training at HLSCC.
The BVI Financial Services Commission (FSC) has named Ms. Tameika Marshall Campbell as the first recipients of the Robert A. The scholarship programme was first announced in December 2025 and officially launched in 2026 to invest in professionals who will help shape the future of the Virgin Islands' financial services industry.
The announcement of the first cohort coincides with the first anniversary of the passing of Dr. Mathavious, the Commission's founding Managing Director and Chief Executive Officer. Mathavious, affectionately known across the Territory as "Mr. Mac," spent decades steering the development and regulation of the Virgin Islands' financial services sector.
Through the grant, each recipient will receive funding of up to $5,000 to cover tuition for specialized courses in anti-money laundering (AML), governance, risk management, and compliance. Lavity Stoutt Community College (HLSCC) Robert Mathavious Institute for Financial Services (RMI).
According to the FSC, the three awardees were selected from a competitive pool of seven applicants following a rigorous assessment process. An appointed committee of senior Commission officers independently evaluated and scored each candidate based on their submitted application materials and individual interview performance.
FSC Managing Director and Chief Executive Officer Kenneth B. Baker congratulated the recipients, noting that their selection represents an important milestone in fulfilling the educational vision behind the grant's establishment. Baker stated that the Commission made a deliberate effort to honour Dr.
Mathavious and expand his legacy by empowering the next generation of industry professionals. He emphasized that equipping local practitioners with vital skills through the institute bearing his name is one of the most meaningful ways to build upon Dr. Mathavious' foundational contributions to the growth and development of the Territory.
The grant programme was created to address critical knowledge and skill gaps across key areas of the financial services sector, including compliance, virtual assets, FinTech, trust and corporate services, and risk management. The FSC confirmed that the scholarship will remain an ongoing annual initiative, supporting three aspiring financial services professionals each year.
