FSC Launches Robert a. Mathavious Scholarship Grant
The BVI Financial Services Commission has launched the Robert A. Mathavious Scholarship Grant to fund professional development programmes in the territory's financial services sector. Offering up to $5,000 each for three annual recipients at the H. Lavity Stoutt Community College, the inaugural cohort of awardees will be announced later this month following the recent September 3 application deadline.
The BVI Financial Services Commission (FSC) has officially launched the FSC Robert A. Mathavious Scholarship Grant, delivering on a commitment made in December 2025 to invest directly in equipping and developing human capital within the territory's vital financial services sector.
Mathavious, the founding Managing Director and Chief Executive Officer of the Commission, the grant celebrates his enduring legacy and distinguished contributions to financial services regulation, development, and advancement in the Virgin Islands. The FSC noted that the initiative is designed to invest in the individuals who will help steer and shape the future of the local industry.
Funded directly by the Commission, the grant provides financial assistance of up to $5,000 each to three successful applicants annually. The funding supports individuals pursuing approved short courses and professional development programmes through the Robert Mathavious Institute for Financial Services (RMI) at the H.
FSC Managing Director and Chief Executive Officer Kenneth B. Baker emphasised that the financial services sector cannot be viewed as static. He explained that the industry operates in an environment shaped by evolving challenges, emerging products and technologies, heightened regulatory expectations, and an increasingly complex cross-border landscape.
Baker noted that maintaining the territory's competitive edge requires local professionals to continually equip themselves with current, internationally transferable knowledge, skills, and qualifications. He added that through this grant, alongside the Commission's wider capacity-building efforts, the FSC is doing its part to invest in the people of the Virgin Islands and strengthen the overall capability of the financial services sector.
The competitive award is open to Virgin Islanders and Belongers currently working in the local financial services industry or looking to build a career in the field. Applicants are encouraged to undertake programmes addressing key industry needs, such as Trust and Corporate Services, Investment Business and Investment Funds, Virtual Assets and FinTech, Compliance and AML/CFT, Risk Management, and Corporate Governance and Compliance.
Applications are assessed on a competitive basis in accordance with established eligibility requirements, assessment criteria, and individual merit. Following the application deadline on September 3, 2026, the FSC is scheduled to announce the first round of grant recipients later this month.
