Gordon Frame Takes Charge as New Bvihsa
Gordon Frame has officially assumed duties as the new Chief Executive Officer of the BVI Health Services Authority, ending a prolonged search for permanent leadership. The seasoned healthcare executive, who previously led scheduled care for NHS Scotland, has pledged to focus on relationship building, healthcare delivery, and sustainable service redesign across the Territory.
Gordon Frame has officially taken office as the new Chief Executive Officer of the British Virgin Islands Health Services Authority (BVIHSA), concluding an extensive search for a permanent leader to head the Territory's public healthcare system. The Authority confirmed that Frame's appointment took effect on September 1 following the successful conclusion of contractual negotiations.
His arrival marks the culmination of a competitive recruitment process that attracted more than 100 applicants from across the Caribbean and internationally. Minister for Health and Social Development Vincent O. Wheatley previously explained that the Authority broadened its search globally after an earlier candidate pool was deemed geographically limited.
The field was narrowed to a shortlist of four final candidates in May before Frame was selected. Minister Wheatley has also emphasized that succession planning must remain a priority for the new CEO, ensuring local Virgin Islanders are mentored and prepared for future executive leadership roles.
Frame brings more than three decades of executive leadership experience spanning commercial and public healthcare systems. Most recently, he served as the National Director of Scheduled Care with NHS Scotland and the Scottish Government, where he oversaw scheduled healthcare delivery, managed performance metrics across Scotland, and spearheaded major transformational improvement programmes and elective care recovery strategies.
According to the BVIHSA, his broader career expertise encompasses healthcare transformation, service redesign, operational performance, strategic planning, partnership development, and improving patient outcomes. Academically, he holds a Bachelor of Science with Honours in Physiology and Anatomy from the University of Glasgow and a Master of Business Administration from the University of Aberdeen.
Commenting on his appointment, Frame expressed enthusiasm about working directly with the local community and the public healthcare workforce. "I am delighted to join the BVI Health Services Authority and look forward to working with the Board, our healthcare professionals, staff and the wider community," Frame stated. "My focus will be on building strong relationships, strengthening the delivery of quality healthcare and supporting sustainable improvements that ultimately enhance the experience and outcomes of patients across the Virgin Islands." Frame's arrival concludes a lengthy transitional period under Dr.
Samuel, who served as Acting CEO following the departure of former CEO Dr. Samuel, a respected local physician and healthcare administrator, had previously noted that prolonged interim leadership created operational challenges and impacted staff morale, underscoring the necessity of permanent executive stability.
The BVIHSA oversees the Territory's public healthcare infrastructure, including the Dr. Orlando Smith Hospital on Tortola and community clinics across the Sister Islands. The Authority affirmed that it looks forward to welcoming and supporting Frame as he begins directing operations and advancing public healthcare delivery throughout the British Virgin Islands.
