Government Announces Healthcare Worker Pay Increases
Premier Dr. Natalio D. Wheatley has announced a phased salary increase for healthcare professionals beginning in 2027 as part of the proposed national budget. The initiative is included in an $87.1 million allocation for the Ministry of Health and Social Development aimed at improving recruitment and retention. The government also plans structural funding reforms for the BVI Health Services Authority and key healthcare facility upgrades.
Premier and Minister of Finance Dr. the Honourable Natalio D. Wheatley has announced that healthcare workers across the Virgin Islands will receive staged salary increases starting in 2027. Presenting the 2027 Budget in the House of Assembly, the Premier acknowledged the long wait endured by medical staff and emphasized that the adjustments are designed to bolster recruitment and retention across the territory's health sector.
While Premier Wheatley highlighted that the salary adjustments would be phased and financially sustainable to support doctors, nurses, and allied professionals, specific details regarding the size of the increments, the schedule of installments, and eligible personnel categories have not yet been released.
The salary initiative forms part of an overarching $87.1 million proposed allocation for the Ministry of Health and Social Development in the upcoming fiscal year. Beyond employee compensation, the government plans a fundamental restructuring of how the BVI Health Services Authority is financed.
Rather than continuing to operate under a traditional lump-sum global budget, the Authority is slated to transition toward a fee-for-service reimbursement model billed directly to the National Health Insurance system. According to the Premier, this structural change is anticipated to place the Authority's long-term finances on a more stable and accountable footing.
The budget proposals also establish the groundwork for a comprehensive National Health Strategic Plan spanning 2027 through 2036. This ten-year roadmap aims to improve operational alignment between the Ministry of Health, the Health Services Authority, and National Health Insurance while setting measurable annual delivery targets.
In addition to operational reforms, capital investments are earmarked for critical medical infrastructure across the territory. Planned projects include upgrades to the Dr. Orlando Smith Hospital and the Road Town Clinic on Tortola, along with the completion of outstanding repair works at the Nurse Iris O’Neal Clinic on Virgin Gorda.
Healthcare staff and community stakeholders are expected to look for further details in the coming months as discussions around healthcare retention and facility enhancements continue.
