Government Covers December Fuel Surcharge
The Government will pay 100% of the residential fuel surcharge on electricity bills for December, Minister Kye M. The Government of the Virgin Islands will cover 100% of the residential fuel surcharge on electricity bills for December, Minister for Communications and Works Hon Kye M. Rymer (R5) announced on Friday, December 12, 2025, during the Ribbon Cutting Ceremony and Official Commissioning of the Anegada Hybrid Renewable Energy Storage System Project.
The fuel surcharge is a variable charge on customers’ electricity bills that reflects fluctuations in the cost of diesel or oil used for power generation. The British Virgin Islands Electricity Corporation (BVIEC) already absorbs a substantial portion of fuel costs to keep rates stable — a subsidy that, according to the corporation’s website, has been in place since BVIEC’s establishment in 1979.
In December 2023 the government committed to covering 50% of residential customers’ fuel surcharge. Friday’s announcement doubles that commitment for December 2025, with Minister Rymer saying the decision is intended to ease “the burden” during the holiday season. “So you can light up, beautify your homes, and you will see the benefit on your bill… This measure is our way of giving back to families during this special time of the year,” he said.
BVIEC introduced a new “transparent bill” format in April 2025 designed to make charges clearer for customers. The revised bill breaks down the cost of fuel per gallon or surcharge, BVIEC’s fuel subsidy per gallon or surcharge subsidy, and the customer fuel surcharge per gallon or net surcharge.
By the end of the first quarter of 2025, BVIEC had contributed an estimated $3.82 million toward offsetting fuel charges for customers across the Virgin Islands. The December subsidy applies specifically to residential customers; officials have not announced similar measures for commercial accounts.
The timing of the announcement — made during the commissioning of a hybrid renewable energy storage system in Anegada — highlights a two-track approach by the government: immediate relief for household bills alongside investment in renewable infrastructure intended to reduce long-term reliance on imported fuels.
