Government Issues Tenders for Lee Road Rehabilitation
The Government of the Virgin Islands has issued two separate public procurement notices: one seeking contractors for road rehabilitation works on Lee Road, Virgin Gorda, with tenders due 24 March 2026; and a new tender for one-year cleaning services at the Cane Garden Bay restroom facility, with bids due 15 February 2026. Both notices, published by the Government of the Virgin Islands, set out submission requirements, scopes of work, and contact details for further information.
The Government of the Virgin Islands (GVI) has released two procurement notices this season: a detailed invitation for contractors to rehabilitate Lee Road and associated sections on Virgin Gorda, and a separate, newly announced invitation for one-year cleaning services at the public restroom facility in Cane Garden Bay, Tortola, according to official GVI releases.
The cleaning-services tender is the earlier deadline. The GVI is accepting bids for a one-year contract to clean and manage the restroom facility at Cane Garden Bay commencing 1 March 2026, the government said. The successful contractor must open the facility daily at 7:00 a.m. and close at 7:00 p.m., including weekends and public holidays, and supply all cleaning tools (brooms, mops, buckets, brushes, dust pans) and cleaning agents necessary to maintain a professional standard.
Interested tenderers must provide a quotation, certificates of good standing from the Inland Revenue Department, Social Security Board, National Health Insurance and Company Registry if incorporated, a valid 2026 trade licence for cleaning/maintenance services, and a list of similar jobs.
The notice warns that failure to enclose the required supporting documents will render a tender non-responsive on the closing date. Tenders for the Cane Garden Bay contract must be submitted by 4:00 p.m. on Monday, 15 February 2026. Submissions may be hand-delivered to the Ministry of Environment, Natural Resources and Climate Change at #44 Pusser’s Building, Lower Estate, Road Town, Tortola, or sent via e-mail in a non-editable format to the Permanent Secretary at menrcc&gov.vg (as listed in the government notice).
Filenames and e-mail subjects must include the applicant’s name and the title "CLEANING SERVICES FOR RESTROOM FACILITY AT CANE GARDEN BAY BEACH, TORTOLA." The GVI noted it is not bound to accept the lowest or any tender. Separately, the GVI has invited tenders for road rehabilitation works along Lee Road on Virgin Gorda. Interested contractors must submit tenders in person to the Ministry of Finance (Procurement Unit) in Road Town by 10:00 a.m. on Tuesday, 24 March 2026, with a public opening at 11:00 a.m. the same day, the government statement said.
The extensive scope includes demolition of an existing Lee Road segment, excavation, drainage works, culvert construction, road pavement, traffic management and coordination with utilities. Specific lengths described in the tender documents are 2,000 linear feet of road pavement with drainage along Lee Road; 1,200 linear feet along North Road; and excavation and backfilling for 1,400 linear feet along Marina Road.
Tenderers must provide all plant, labour, equipment and materials and submit a completed form of tender, a priced bill of quantities and a list of similar projects from the past ten years. Tender documents are available on request via procurement@gov.vg, and the procurement inbox does not automatically acknowledge receipt; therefore physical delivery to the Tender Box at the Ministry of Finance, RFG Place, 2nd Floor, Road Town, Tortola, is mandatory.
Those unable to attend the opening may witness it via WebEx; access details will be provided beforehand. Both notices reiterate that the Government of the Virgin Islands is not obliged to accept the lowest or any tender and will not cover tenderers’ costs. The Lee Road works are expected, once contracted, to improve road safety, drainage and connectivity on Virgin Gorda, benefiting residents, businesses and tourism by addressing long-standing infrastructure needs and resilience to heavy rainfall.
