Government Proposes Concessions for First-Time Villa Owners

The government has proposed a programme to help eligible Virgin Islanders develop their first tourism villas, offering access to concessions normally available to accommodation investors. Premier Dr Natalio Wheatley announced the initiative in his 2027 Budget Address, saying the government wanted more Virgin Islanders to become owners as the tourism sector expanded. “As tourism grows, our people must see a place for themselves as owners,” Dr Wheatley stated. “For someone who has land but lacks the resources to develop it, this can open a path from idle assets to an enterprise and a family income.” The Premier did not specify the concessions, detail the eligibility requirements or announce an application process in his outline of the programme.
The announcement followed earlier discussions about incentives for residents entering the tourism accommodation market. In May 2025, Dr Wheatley had encouraged residents to invest in villas and said the government was considering support for those developments. At that time, he also indicated that the government intended to extend planned banking partnerships to people interested in building tourism properties.
Deputy Premier Julian Fraser supported the call for greater local participation in villa ownership. In the budget address, Wheatley reported that visitor arrivals had reached 1,071,716 by September 2026. He forecast 1.4 million visitors by year-end, compared with the previous year’s 1.2 million.
He also reported a 7.9 per cent increase in overnight arrivals and an approximately 38 per cent rise in cruise arrivals. The villa proposal was part of a broader tourism agenda outlined in the budget. Dr Wheatley said his government would continue supporting new developments and the expansion of existing properties, while selecting a developer to construct a five-star resort at Prospect Reef in 2027.
