Government Seeks Comprehensive Insurance Programme For Ralph
The Government of the Virgin Islands has launched a procurement process for a comprehensive one-year insurance programme for the Ralph T. O'Neal Administration Complex. The coverage aims to protect state assets, ongoing construction activities, and third-party liabilities as rehabilitation works continue alongside partial occupation of the central government headquarters.
The Government of the Virgin Islands has officially invited tenders for a comprehensive one-year insurance programme for the Ralph T. O'Neal Administration Complex, marking another key step toward the full restoration and operational return of the central government headquarters. According to government tender notices, the procurement process seeks a policy designed to safeguard government property, assets, ongoing construction works, and third-party liabilities during the continuing redevelopment and phased operation of the facility.
Officials noted that the combination of active construction activities and ongoing occupancy at the complex has introduced specific property, construction, and liability risks that the insurance package is intended to mitigate. At a minimum, the mandatory scope of coverage requires prospective insurers to provide Contractor's All Risks Insurance, Extended Fire and Perils Insurance, and Public Liability Insurance in accordance with the tender specifications.
The central administration building in Road Town has remained largely out of full service since sustaining catastrophic damage during Hurricane Irma in September 2017. The widespread destruction gutted interior spaces, compromised essential electrical and mechanical infrastructure, and displaced dozens of government departments and statutory bodies across Tortola.
In the years following the disaster, the government has leased numerous private commercial office spaces across Road Town to accommodate its operations, incurring substantial rental expenditures while creating logistical challenges for residents. The extensive rehabilitation project aims to transform the complex into a modern, energy-efficient, and resilient administrative hub.
Government authorities have indicated that the facility is projected to reopen fully next year, provided that remaining repair schedules, technical works, and outfitting milestones are completed on time. Under the procurement guidelines, interested companies may request tender documents by emailing procurement@gov.vg with the subject line "Insurance for the Ralph T.
O'Neal Administration Complex." Prospective tenderers are advised to follow up if an acknowledgment is not received within two working days, as the procurement mailbox is not automated. A virtual pre-tender meeting is scheduled for Thursday, September 3, at 10:00 a.m. local time. While attendance is optional, tenderers are strongly encouraged to participate to ensure they are fully informed of all existing and anticipated conditions that could influence contract pricing and performance.
Bidders must submit one original, three duplicate copies, and one flash drive containing the tender documents. Submissions must follow specific packaging rules: the original must be placed in a sealed envelope marked "ORIGINAL," the copies in a separate envelope marked "COPIES," and both placed inside an outer envelope marked "Insurance for the Ralph T.
O'Neal Administration Complex." Bids must be hand-delivered to the Central Tenders Board tender box at the Procurement Unit, located on the second floor of RFG Place on Waterfront Drive in Road Town, no later than 10:00 a.m. on Tuesday, September 29. Tenders will be opened publicly via WebEx at 11:30 a.m. that same day.
The government has noted that it is not bound to accept the lowest or any bid submitted and will not cover any costs incurred by tenderers in preparing their proposals.
