Government Seeks Contractors for Restroom Cleaning at
The Government of the Virgin Islands is accepting bids for four separate 2026 maintenance contracts, including a newly announced tender to clean the restroom at Cane Garden Bay and a separately issued notice for the restroom at Queen Elizabeth II (QEII) Park. All contracts are scheduled to begin 1 March 2026 and have February submission deadlines, the BVI Government says. The notices spell out daily opening and closing times, required supplies, documentation required with bids, where and how to submit tenders, and contact details for further information.
The Government of the Virgin Islands is inviting bids for multiple 2026 maintenance contracts, confirming four separate opportunities in official BVI Government notices. Taken together with recently published guidance, the tenders cover daily cleaning of public restrooms at Queen Elizabeth II (QEII) Park, Long Bay (Beef Island) and Cane Garden Bay (Tortola), plus a year-long landscaping and grounds-manicuring contract for the park adjacent to QEII Park.
All four agreements are scheduled to commence on 1 March 2026, according to the Government of the Virgin Islands. Each cleaning contract requires the contractor to open the restroom facility at 7:00 a.m. and close it at 7:00 p.m., seven days a week including weekends and public holidays.
Contractors must supply all cleaning tools (brooms, mops, buckets, brushes, dust pans), professional-grade cleaning agents and consumables such as garbage liners, hand soap, hand towels and toilet paper. The BVI Government notice states these supplies must be adequate to maintain the facilities to a professional standard.
A separately released Government notice for QEII Park repeats these same requirements and adds instructions for electronic submissions: the filename and e-mail subject must bear the applicant’s name and the title "CLEANING SERVICES FOR RESTROOM FACILITY AT QUEEN ELIZABETH II PARK." That QEII-specific release also reiterates the 15 February 2026 4:00 p.m. deadline and warns that late submissions will not be accepted.
Both notices are from the Government of the Virgin Islands. The landscaping tender for the QEII Park grounds covers a 12-month programme beginning 1 March 2026. It specifies routine mowing to a uniform height without scalping; trimming of edges along pathways, flower beds, trees and structures; collection and disposal of grass clippings and debris; and targeted attention to areas requiring extra maintenance to keep the grounds neat and safe, per the government notice.
All tenderers must submit a quotation and supporting documents, including Certificates of Good Standing from the Inland Revenue Department, Social Security Board and National Health Insurance; a Company Registry certificate if incorporated; a valid 2026 trade licence for cleaning/maintenance services; and a list of comparable jobs previously completed.
The government warns that failure to enclose required documentation will render a tender non-responsive. Submission deadlines differ slightly: cleaning tenders (QEII, Long Bay and Cane Garden Bay) must be received no later than 4:00 p.m. on 15 February 2026, while the landscaping quotation for the QEII-adjacent park is due by 4:00 p.m. on 16 February 2026.
Tenders may be hand-delivered to the Ministry of Environment, Natural Resources and Climate Change at #44 Pusser’s Building, Lower Estate, Road Town, Tortola, or sent via e-mail in a non-editable format to the Permanent Secretary, the notices state. Prospective applicants are alerted to a typographical error in one notice that lists the e-mail address as menrcc&gov.vg; tenderers are advised to confirm the correct address with the Department of Information and Public Relations before submitting electronic bids.
