Government Seeks Security Firm

The Government of the Virgin Islands has issued a tender for a qualified security company to provide secure transport of government funds across Tortola, Virgin Gorda, Anegada and Jost Van Dyke for a two-year period. Bids must be submitted by 10:00 a.m. on Tuesday 28 April 2026, following a virtual pre-tender meeting on 10 April 2026.

The Government of the Virgin Islands (GVI) is soliciting sealed bids from qualified, reputable security firms to provide secure collection and transportation of public funds from government revenue collection sites on Tortola, Virgin Gorda, Anegada and Jost Van Dyke for a two-year contract.

The contracted company will be responsible for daily secure collection and delivery of public funds to the assigned banking institution and must implement and maintain robust security protocols to protect funds in transit and minimise risks of loss, theft or misappropriation. The tender document outlines technical and financial requirements that must be met by all tenderers.

Tenderers are required to submit originals or notarised copies of specified certificates, a technical proposal in accordance with Clause 2.1 and a financial proposal in accordance with Clause 2.2 of the tender document. Firms must also provide proof that they are in good standing with respect to taxes, duties, and contributions to Social Security and the National Health Insurance system, as well as company registration and any payments due to the Government of the Virgin Islands.

Failure to include the required supporting documentation will render a tender non-responsive at the time of opening. Bid documents are available between 9:00 a.m. and 4:00 p.m., Monday to Friday, and will be sent electronically on request to procurement@gov.vg using the subject line "Supply Security Services for the Transportation of Government Funds." Bidders are advised that the destination mailbox does not provide automated read receipts and should follow up with the procurement coordinator to confirm delivery.

A virtual pre-tender meeting is scheduled for Friday, 10 April 2026 at 10:00 a.m. local time, followed by a site visit. Access codes and passwords for the meeting will be provided to prospective tenderers beforehand. Interested firms must submit one original, three copies and one flash drive containing their bid documents.

Tenders must be deposited by bearer in the tender box at the Ministry of Finance (Procurement Unit), Rita Frett Georges Building, 2nd Floor, Waterfront Drive, Road Town, Tortola, by no later than 10:00 a.m. on Tuesday, 28 April 2026. Tenders will be opened at 11:00 a.m. the same day and may be witnessed via Webex; access details will be provided.

The GVI reserves the right not to accept the lowest or any tender and will not cover costs incurred by tenderers.
