Guy L. Malone Elected Chairman of Oocur
Guy L. Malone, Chief Executive Officer of the Telecommunications Regulatory Commission (TRC), was elected Chairman of the Organization of Caribbean Utility Regulators (OOCUR) during the body's 20th Annual General Meeting in Trelawny, Jamaica, with his term effective April 30, 2026, the TRC announced. The TRC and regional reports say Malone will lead OOCUR’s General Assembly and Executive Council, working with a newly elected executive board and local BVI stakeholders to advance regional utility regulation, sustainability, digital transformation and climate resilience.
Malone, Chief Executive Officer of the Telecommunications Regulatory Commission (TRC), has been elected Chairman of the Organization of Caribbean Utility Regulators (OOCUR), the TRC announced, effective April 30, 2026. Malone’s election took place during OOCUR’s 20th Annual General Meeting in Trelawny, Jamaica, which formed part of the organisation’s 20th Annual Conference, according to a TRC release carried by regional outlet Guavaberry.
As Chairman, Malone will preside over OOCUR’s General Assembly and Executive Council and help guide regional discussions and initiatives on utility regulation, policy development, innovation, sustainability and regulatory cooperation across the Caribbean. "It is truly an honour to serve as Chairman of OOCUR during such an important period for the Caribbean," Malone said in remarks quoted by the TRC and Guavaberry.
He highlighted regional priorities including digital transformation, energy sustainability, climate resilience and regulatory modernisation. The TRC said the BVI’s assumption of the chairmanship underscores the Territory’s growing role in regional regulatory leadership. The appointment reflects Malone’s experience in utility regulation and the British Virgin Islands’ continued commitment to active participation in regional oversight, Guavaberry reported.

OOCUR supports independent utility regulation across 16 member jurisdictions through research, capacity building, training and information sharing, and enhanced regional cooperation may accelerate adoption of best practices for grid resilience, climate adaptation of critical infrastructure, improved oversight of service quality, and coordinated approaches to telecommunications and digital infrastructure reform.
The TRC noted Malone and his team will work closely with local stakeholders — including the BVI Electricity Corporation, the Water and Sewerage Department and the Ministry of Communications & Works — which are expected to support the Territory’s contributions to OOCUR deliberations.
That collaboration is intended to ensure the BVI’s national priorities are represented in regional policy discussions and that any technical assistance or capacity-building resources are aligned with local needs. Malone and the TRC will also be positioned to attract technical assistance, capacity-building opportunities and knowledge exchange that could inform local debates on tariffs, service standards and infrastructure investment, the TRC said.
The commission has in recent years increased the Territory’s participation in Caribbean forums on telecommunications reform and utility oversight, and this chairmanship is the latest sign of expanding regional engagement. OOCUR, established on July 26, 2002, brings together utility regulators from across the Caribbean to foster independent regulation and regional collaboration.
The organisation currently represents 16 member jurisdictions and continues to promote regulatory strengthening through shared learning, the TRC and Guavaberry reported. The TRC extended congratulations to Malone and to the newly elected Executive Board and said it looks forward to supporting OOCUR’s work to promote strong and effective utility regulation throughout the Caribbean.
