HoA Meets as Opposition Fires Questions
The House of Assembly is scheduled to sit at 10:00 AM, with government ministers set to table several key reports including quarterly financial statements and health and social service reports. Opposition members will press the government on public finances, sargassum mitigation, road works, health services, water supply, airport matters and plans to attract tourism investment amid regional Citizenship by Investment uncertainty.
The House of Assembly (HoA) will convene at 10:00 AM for the fifth sitting of the third session of the fifth HoA, with a packed Order Paper that includes multiple government reports and a slate of questions from Opposition members. According to the Order Paper, Premier and Minister of Finance Dr the Hon Natalio D.
Wheatley is expected to table the Accountant General’s Report for the 2nd, 3rd and 4th quarters of 2025. Also listed are the 70th Virgin Islands Emancipation Festival Report 2024, the Civil Registry and Passport Office Annual Reports and Accounts for 2024 and 2025, and the BVI Financial Services Commission Annual Report and Audited Financial Statement 2024.
These documents will be closely watched by residents concerned about public finances and transparency. Minister for Health and Social Development Hon Vincent O. Wheatley will table health-related items including the Virgin Islands Centenarian Programme Policy (Honouring Our Elders, Preserving Our Legacy, December 2025), the British Virgin Islands Cancer Society Annual Report 2024/2025 and its audited financial statements for the year ended October 31, 2025, as well as His Majesty’s Prison Service Annual Reports for 2024 and 2025.
On the questions side, Opposition Leader Hon Marlon A. Their questions are directed to Premier Wheatley and several ministers including Deputy Premier and Minister for Natural Resources, Environment and Climate Change Hon Julian Fraser, Minister for Communications and Works Hon Kye M.
Rymer, and Minister for Education, Youth Affairs and Sports Hon Sharie B. de Castro. The Opposition’s queries will cover a range of issues that directly affect daily life in the Territory: updates on government finances, sargassum mitigation strategies that impact beaches and the tourism sector, progress on road infrastructure projects, the state of the health system and the BVI Health Services Authority, ongoing water supply concerns, and operational matters at Terrance B.
Walwyn plans to ask the Premier about government plans to attract inward investment into the tourism sector. His question comes amid growing uncertainty in the region over Citizenship by Investment (CBI) programmes, which have faced new travel and visa restrictions from the United States and the United Kingdom and recent pressure from the European Union to phase out such schemes.
Although the Virgin Islands does not operate a CBI programme, regional changes could shift tourism and investment flows, prompting the Opposition to seek clarity on the government’s strategy. Residents and stakeholders will be watching the sittings for financial accountability and concrete plans on issues that affect economic recovery, public services and daily life.
The HoA’s responses may shape debate and policy in the months ahead.
