The Recovery and Development Agency has seconded Jeremy Hodge as Manager for Project Planning and Management, effective October 1, 2025, according to RDA officials and a BVI News report. The Recovery and Development Agency (RDA) has announced the secondment of Jeremy Hodge as Manager for Project Planning and Management, effective October 1, 2025. The appointment, reported by BVI News and confirmed by agency officials, places Hodge at the center of a push to strengthen project delivery across the Virgin Islands.
Officials described his arrival as timely, saying it supports the RDA’s mission to deliver sustainable development projects while building skills within the wider public service. They said the move is part of a broader effort to boost internal capacity and improve outcomes on projects that matter to residents and businesses.
Hodge’s public service career includes senior leadership roles across government. He previously served as Human Resources Manager at the Ministry of Finance, Deputy Permanent Secretary in the Ministry of Transportation, Works and Utilities, and most recently as Director of the Public Works Department (PWD).
According to the agency and reporting by BVI News, this background positions him to help coordinate complex, multi-agency initiatives. At PWD, Hodge oversaw a series of small road repair and development efforts. These included rebuilding sidewalks, addressing undermined roads and collapsed drains, resurfacing unpaved roads, redirecting traffic flow in Road Town, and rebuilding the Parham Town Bridge.
Officials say those assignments required balancing tight timelines, safety standards, and community needs—skills that will be central to his new role. Hodge holds a Graduate Diploma in Management from Manchester University and an Executive Diploma in Management from the McKechnie Institute in the United Kingdom.
He also earned a Bachelor of Arts in Human Resources Management from InterAmerican University in Puerto Rico and an Associate of Science in Business Administration from H Lavity Stoutt Community College. In his new post at the RDA, Hodge will help lead the planning, coordination, and delivery of major development projects.
He will be involved in procurement processes and will be expected to ensure that projects align with national priorities and stakeholder expectations. Officials said these efforts are intended to support the agency’s strategic objectives and deliver measurable results for the territory. “We are pleased to welcome Mr Hodge to the RDA team,” said RDA Chief Executive Officer Anthony McMaster. “His extensive experience and proven leadership in the public sector will be invaluable as we continue to build a stronger, smarter, greener, and better Virgin Islands.” McMaster’s comments were shared with BVI News as part of the announcement.
The RDA was established after the 2017 hurricanes to drive the government’s Recovery to Development Plan. Its portfolio has included rebuilding critical infrastructure and guiding project standards and procurement. The agency recently confirmed that it will transition into a permanent body, the Virgin Islands Development Agency (VIDA), to manage long-term infrastructure and development.
Officials said Hodge’s appointment will contribute to this transition by adding experienced leadership in project planning and management. According to BVI News, the October 1 effective date ensures continuity as the RDA prepares for VIDA, with the aim of delivering projects on time and in line with community priorities.
Residents can expect the agency to continue focusing on practical improvements, from roads and drainage to broader infrastructure projects, while building skills within the public service. With Hodge in this new role, the RDA says it intends to sharpen its planning and execution so projects deliver clear benefits across the territory.
