Lyndon Hodge Appointed Director of Water and
Lyndon Hodge has officially assumed the role of Director of the Water and Sewerage Department, pledging operational excellence, strategic leadership, and long-term planning across the Territory. His appointment comes as the department prepares to merge into the newly formed Virgin Islands Energy and Water Corporation (VIEWCo) and advances ongoing reforms aimed at resolving longstanding utility challenges.
Lyndon Hodge has been officially appointed as the Director of the Department of Water and Sewerage, effective September 1, 2026. Stepping into the permanent leadership post, Hodge has pledged to strengthen the public utility through strategic leadership, operational accountability, and long-term planning capable of serving generations to come across the Virgin Islands.
In his capacity as Director, Hodge is responsible for overseeing the department's day-to-day operations, executing public policy, guiding public health interventions, and ensuring reliable, high-quality service delivery throughout the Territory. He is also tasked with steering the utility through its ongoing institutional transformation as it advances toward merging with the BVI Electricity Corporation under a single statutory body, known as the Virgin Islands Energy and Water Corporation (VIEWCo).
The leadership appointment arrives amid broader, ongoing efforts to reform public water services across the Territory. Following years of public concern regarding distribution and reliability, the government announced plans in 2023 to transition the department into a statutory body, outlining key objectives to curb water distribution losses, boost revenue collection, and modernize billing and inventory systems.
Expressing gratitude for the appointment, Hodge stated that he is deeply honoured to accept the role and thankful for the confidence entrusted to him to lead the vital public service. He emphasized that his primary focus will be on strengthening the department through strategic leadership, operational excellence, accountability, innovation, and direct investment in both infrastructure and personnel.
He noted that the utility must be prepared not only to address today's challenges, but also to anticipate future demands and build a resilient system. Permanent Secretary in the Ministry of Communications and Works, Elvia J. Smith-Maduro, formally welcomed Hodge to the post, highlighting his extensive leadership background and technical expertise.
Smith-Maduro expressed strong confidence in his ability to enhance operational efficiency, strengthen service delivery, and execute long-term infrastructure planning that delivers lasting benefits to the wider community. A seasoned project management and technical operations professional with more than a decade of senior leadership experience, Hodge has a track record of guiding organizational transformations in challenging environments.
His career includes prominent leadership roles within the telecommunications sector, having previously served as Technical Operations Manager at Cable and Wireless and as Head of Sales for Business and Retail at Caribbean Cellular Telephone. Hodge holds a Bachelor of Arts in Business Administration from the University of the Virgin Islands and a Master of Business Administration from the University of Roehampton.
According to the Government of the Virgin Islands, his appointment reflects an ongoing commitment to recruiting highly skilled professionals to drive the modernization of the Public Service.
