The Recovery and Development Agency (RDA) has taken another step toward safeguarding essential public health infrastructure by hosting a site visit and bidders' conference for the upcoming Major Peebles Wing roof and lightning protection repair project. Orlando Smith Hospital complex in Road Town, the Major Peebles Wing—formerly the Old Peebles Hospital—serves as an integral part of the territory's public healthcare network.
Over time, the facility's roof system has experienced significant wear and tear, leading to waterproofing failures, poor drainage performance, and mounting maintenance demands. In addition, the existing lightning protection setup requires comprehensive evaluation and modernization to meet modern safety and resilience codes.
To address these structural vulnerabilities, the RDA organized an on-site inspection led by RDA Project Manager Kevin Mercer alongside members of the RDA Procurement Team. The walkthrough gave prospective construction firms a first-hand view of the building's physical condition and the technical scope of works required under the Invitation to Tender (ITT).
Pre-bid conferences and site visits are standard practice in public procurement to foster transparency, clarify project specifications, and encourage competitive, well-informed proposals from qualified contractors. By engaging directly with local and regional builders, the agency aims to ensure high standards of quality and efficiency throughout the procurement cycle.
The planned works will involve repairing and strengthening the roof to prevent leaks, improving drainage systems, and replacing or upgrading key components of the lightning protection infrastructure. The intervention is part of the RDA's wider mandate to rehabilitate and reinforce key public assets across the Virgin Islands against severe weather and environmental wear.
Following the site visit, pre-qualified contractors are preparing their final submissions in accordance with the RDA's tender guidelines. Once the evaluation phase concludes and a contract is awarded, the selected contractor will execute the repairs to ensure the long-term safety and operational resilience of the healthcare wing.
