Ministry Gets $101.3M for Roads, Water and
The Ministry of Communications and Works will receive approximately one hundred and one million, three hundred thousand dollars ($101.3M) from the Government's 2026 budget to fund roads, water, airport expansion and technology upgrades, Premier and Minister of Finance Dr. the Honourable Natalio D. Wheatley announced in the 2026 Budget Address. The Government says funds will be used to rebuild a degraded water distribution system, progress a 7,000-foot runway extension at Terrance B. The Ministry of Communications and Works is set to receive approximately one hundred and one million, three hundred thousand dollars ($101,300,000) from the Government’s historic 2026 budget of $550,590,051, Premier and Minister of Finance Dr. the Honourable Natalio D. Wheatley announced in the 2026 Budget Address delivered under the theme “Pillars of Progress: Building a Sustainable Nation” (BVI Government; VINO).
Officials said the allocation was determined by carefully balancing the Government’s development priorities with fiscal requirements under the Public Finance Management framework, related legislation and the Protocols for Effective Financial Management (BVI Government). Premier Wheatley told the House that the figures reflect planning to ensure each ministry is properly resourced while maintaining compliance with those financial controls (BVI Government).
The funding targets core infrastructure sectors — energy, water, transport and technology — with goals of reducing costs, supporting sustainable growth, and improving everyday services for residents and visitors. Rebuilding the Territory’s water distribution network is a central priority after decades of underinvestment. An assessment carried out with Canadian non-profit Operators Without Borders found many system components are inoperable and must be replaced, including pump stations, pumps, pressure valves and other critical fittings.
Premier Wheatley said these parts are being procured as part of a broader rehabilitation programme to restore steady water flow and pressure across communities (BVI Government). On transportation, Cabinet — guided by a business case prepared by KPMG — has approved a 7,000-foot runway extension at Terrance B.
Lettsome International Airport to accommodate larger aircraft and enable direct flights from major regions. "We are advancing our transportation infrastructure for sustainable growth," the Premier said, adding the project will boost capacity, safety and efficiency, create jobs and attract visitors and investment.
Construction is planned to begin in 2026 after qualified partners are identified through an Expression of Interest process (BVI Government). Road works are already progressing across the Territory. The Paraquita Bay to Hodge's Creek route is almost complete and scheduled to be fully paved before year-end; this work also includes new electrical conduits and water transmission lines to future-proof utility delivery (BVI Government).
Additional projects — including Sea Cow's Bay, Fort Hill, Ridge Road, Windy Hill, Mount Healthy and Sabbath Hill — are at various procurement stages, while works have commenced in Greenland, Shepherd’s Hill and Georges Hallow (BVI Government). Beyond physical works, the Ministry will allocate funds toward technology and energy improvements intended to make utilities more reliable and affordable, officials said.
