Ministry Issues Three Tenders for Works at
The Ministry of Health and Social Development has issued three separate procurement notices for improvement works at His Majesty’s Prison in Balsam Ghut, Tortola, including roof-design services, construction of an on-site classroom and computer lab, and architectural design for a metal reinforcement solution to strengthen the perimeter fence. The Government of the Virgin Islands, acting through the Ministry of Health and Social Development, has issued three procurement notices for improvement works at His Majesty’s Prison in Balsam Ghut, Tortola. The classroom and computer-lab construction RFP aims to create an educational and digital training space for inmates. The ministry is inviting qualified contractors to inspect existing conditions and ask technical or logistical questions during a mandatory site visit scheduled for Tuesday, 17 February 2026 at 10:00 a.m., according to the ministry notice (Ministry of Health and Social Development).
The ministry separately published a request for proposals for architectural services to prepare design-level roof plans for the prison’s administrative buildings. Those roof designs are intended to guide future repair or replacement work, and the ministry is seeking architectural firms with experience on institutional or government building projects.
A mandatory site visit for the roof-design procurement is scheduled for Wednesday, 18 February 2026 at 10:00 a.m. (BVI Government). In a later release, the ministry added a third procurement specifically requesting architectural services for the design of a metal reinforcement solution for the perimeter fence at His Majesty’s Prison.
That RFP is intended to strengthen the perimeter fence and improve overall site security. The ministry has scheduled a site visit for that package on Tuesday, 24 February 2026 at 10:00 a.m., and is asking interested firms to obtain the full tender document directly from the ministry (BVI Government).
Submission procedures require sealed envelopes for all bids. For the roof-design and the classroom/computer-lab construction packages, all proposals must be in sealed envelopes and received by the Ministry of Health and Social Development no later than Tuesday, 10 March 2026 at 10:00 a.m., as set out in the published tender documents (BVI Government).
The perimeter-fence design RFP carries a later deadline: all sealed bids for that procurement must be received by the ministry no later than Tuesday, 17 March 2026 at 10:00 a.m. (Ministry of Health and Social Development). Tender packages include the full scope of work, professional qualification requirements, evaluation criteria and submission formatting instructions.
The ministry is advising prospective bidders to secure the tender documents promptly, use the scheduled site visits to clarify technical and logistical matters, and ensure timely delivery of sealed proposals to meet the applicable deadlines (BVI Government).
