Physical Planning Appeals Tribunal Members Reappointed
The Government of the Virgin Islands has approved the reappointment of six members to the Physical Planning Appeals Tribunal for terms ranging from two to three years. Led by Chairman John Lewis, the tribunal provides a formal mechanism for resolving disputes over land development and planning decisions. The diverse panel includes professionals in legal, architectural, marine, and property management sectors.
The Government of the Virgin Islands has approved the reappointment of six members to the Physical Planning Appeals Tribunal, ensuring the continued operation of the body responsible for hearing disputes related to land use and physical development in the Territory. The appointments were made pursuant to Section 65(3) and Schedule 4 of the Physical Planning Act, 2004, establishing staggered terms between two and three years to preserve institutional continuity and technical oversight within the development sector.
John Lewis has been reappointed to serve as both a member and the tribunal chairman for a two-year term. Lewis contributes professional expertise in physical planning, architecture, engineering, and coastal and environmental matters. Joining him on two-year appointments are Marva Titley-Smith and Sylvia Moses.
Titley-Smith brings extensive experience in physical planning, engineering, and marine affairs, while Moses contributes practical knowledge in real estate, property management, and planning. Appointments for three-year terms include James Bevin Braithwaite and Jamealya Fahie. Braithwaite brings valuable competence in coastal and marine disciplines, research, policy analysis, and public governance.
Fahie will provide crucial legal oversight to support the tribunal's quasi-judicial functions and appeals proceedings. Under the approved terms of service, the chairman will receive a monthly stipend of $500, while the other five members, including the deputy chair, will each receive $300 per month.
In accordance with statutory requirements, the names of all appointed members will be formally published in the Virgin Islands Official Gazette and a local newspaper circulating within the Territory. The Physical Planning Appeals Tribunal serves as an essential forum for property owners, developers, and community members who wish to appeal decisions made under the Territory's physical planning framework.
Its balanced composition across law, engineering, environment, and property ensures that land development challenges are reviewed fairly and in alignment with local legislation.
