PLM Proposes BVI Sovereign Wealth Fund
People's Leadership Movement founder Mark Vanterpool has pledged to establish a Sovereign Wealth Fund if his party forms the next government. He proposed channeling an estimated $50 million in annual surplus recurrent revenue into the fund to secure loans for national infrastructure and build long-term wealth. The proposal follows similar calls across the territory and mirrors initiatives in neighboring jurisdictions like the Cayman Islands.
People's Leadership Movement founder Mark Vanterpool has pledged to establish a Sovereign Wealth Fund for the British Virgin Islands should his political party form the next government. Vanterpool argued that the initiative would allow the territory to build substantial financial reserves, borrow against those savings for capital developments, and ultimately achieve greater economic independence.
Speaking on the Talking Points radio programme, Vanterpool explained that the central government generates an average of $50 million annually in surplus recurrent revenue, which is typically used directly to fund capital projects. He proposed placing that annual surplus into a protected, ring-fenced investment fund instead.
Vanterpool explained that the government could adopt a strategy commonly utilized in the private sector by saving funds and using those balances as leverage to secure loans. He estimated that depositing $50 million annually would accumulate to $500 million over a ten-year period. During that timeframe, the government could borrow against the fund to finance critical public infrastructure projects, such as roads, while the underlying principal grows through investments similar to the Social Security Board fund.
Programme host Elvin Grant raised concerns during the broadcast, questioning whether the territory should first resolve longstanding governance and economic issues, including backlogs of unaudited public financial statements and challenges facing the financial services industry. In response, Vanterpool maintained that the territory should not delay, stating that waiting for perfect conditions often prevents progress from starting.
He noted that he has advocated for establishing such a fund since 2012. The PLM leader's proposal coincides with renewed discussions across the territory regarding public wealth management. Political commentator Claude Skelton Cline has also recently called for the creation of a national fund, suggesting that high-net-worth individuals with interests in the Virgin Islands could also be permitted to contribute.
Regionally, other British Overseas Territories have moved in a similar direction. The Cayman Islands recently introduced a sovereign wealth fund framework to preserve public capital and support critical national infrastructure development.
