Premier To Present Final Pre-Election Budget
Premier and Minister of Finance Dr. Natalio Wheatley will deliver the 2027 Budget Address on Tuesday, October 27, marking the administration's final spending plan before the upcoming general elections. The presentation will address urgent cost-of-living concerns, electricity subsidies, and funding for critical infrastructure including roads and airport expansion.
Natalio Wheatley will present the British Virgin Islands' 2027 Budget on Tuesday, October 27, during a special sitting of the House of Assembly at the Eileene L. As the administration's final annual budget before the 2027 General Elections, the address offers the Virgin Islands Party government a significant platform to outline its spending priorities and showcase the results of its development agenda.
The presentation comes amid ongoing external price pressures affecting food, fuel, and utility rates, alongside sustained calls for infrastructural repairs across the Territory. Household cost-of-living relief is expected to be a primary area of focus for residents. Although the BVI Chamber of Commerce previously cautioned that higher import costs could filter down to retail shelves following the conclusion of temporary relief measures, the government noted that prices on select essential goods remained relatively stable during initial assistance periods.
Tuesday's address is expected to clarify whether further grocery-related measures will be implemented. Electricity costs represent another critical issue for households and local businesses. The government recently allocated an additional $2.5 million in subsidies to mitigate energy expenses through the end of December, leaving open the question of whether this support will continue into 2027 or be replaced by new initiatives.
In addition to consumer relief, public attention will center on capital financing for road rehabilitation and public water supply reliability. The budget will also likely provide updates on major national projects, including the proposed expansion of the Terrance B. Lettsome International Airport, which has received two bids for its initial phase involving a 787-foot western runway extension.
The upcoming financial package follows the record $550.6 million budget presented for 2026 under the theme Pillars of Progress: Building a Sustainable Nation. That package projected $446 million in revenue, $442.3 million in recurrent expenditure, and roughly $80 million in capital spending, led by major allocations to public works, healthcare, and education.
