Premier Urges Public Engagement with Constitutional Review
Premier Dr. Natalio D. Wheatley calls on the Virgin Islands community, including those abroad, to examine the 2022-2023 Constitutional Review Commission Report before its discussion in the House of Assembly on September 18. The report addresses significant topics such as term limits for the premier, direct election of the premier, and reforms in the management of Crown lands, aiming to pave the way for the territory's self-determination.
In a move towards greater public participation and transparency, Premier Dr. Wheatley has invited residents of the Virgin Islands, as well as nationals living abroad, to thoroughly review the 2022-2023 Constitutional Review Commission Report. This crucial document, which proposes significant changes to the Virgin Islands Constitution Order 2007, is set to be debated in the House of Assembly on September 18, 2023.
The report, a culmination of extensive consultations with the territory's populace, was officially presented to Governor John Rankin and Premier Wheatley on November 27, 2023. It touches on pivotal issues that have the potential to reshape the governance and future of the Virgin Islands.
Among the key subjects addressed are the roles of junior ministers, the introduction of a freedom of information act, term limits and the direct election of the premier, revisions to the at-large system of voting, establishing fixed schedules for the House of Assembly, comprehensive management of Crown lands, human rights enhancements, cabinet reform, and the establishment of fixed election dates.
Premier Wheatley emphasized the importance of this report, stating, "This report represents a critical step in the process of negotiating a new Constitution. It comes at a pivotal time in our development, and we intend to seize the opportunity to advance our journey towards self-determination." He encouraged all citizens to engage with the report and follow the upcoming debate closely.
The government has made the report accessible online through the official Government of the Virgin Islands website and the Commission’s website, ensuring that all residents have the opportunity to review the proposals in detail. Furthermore, the debate on September 18 will be broadcast live from 10 a.m. on various platforms, including the House of Assembly’s YouTube channel, the government’s Facebook page, ZBVI 780 AM, and others, allowing for widespread participation and engagement.
