Premier Wheatley Leads Trade Mission To India
Premier Dr. Natalio Wheatley has departed the Virgin Islands to lead a high-level financial services trade mission to India from August 20 to September 2. During his absence, Deputy Premier Julian Fraser will serve as acting Premier pursuant to the Virgin Islands Constitution.
Premier and Minister of Finance, Honourable Dr. Wheatley, has departed the Territory to lead a high-level financial services trade mission to India. The official overseas mission runs from Thursday, 20th August to Wednesday, 2nd September, 2026. The trade mission is aimed at strengthening international business relationships and promoting the Virgin Islands' robust financial services industry to key stakeholders and investors in one of the world's fastest-growing major economies.
Financial services remain a cornerstone of the BVI economy, generating crucial public revenue and supporting hundreds of skilled local jobs. During Premier Wheatley's absence from the Territory, Deputy Premier Honourable Julian Fraser has been authorized to carry out the functions of the Premier.
The temporary appointment is made in accordance with Section 55(1) of the Virgin Islands Constitution Order, 2007, ensuring full continuity in the executive leadership of the government. The Government of the Virgin Islands emphasized that proactive international engagement is essential for maintaining the Territory's competitiveness in the global offshore finance sector.
Strategic outreach to emerging markets like India allows the BVI to diversify its international client base while showcasing its commitment to high regulatory standards, transparency, and international compliance. The Premier's Office continues to act as the primary coordinating body for cross-sectoral policies, programs, and international missions.
Government operations, cabinet business, and public services across all ministries will proceed as scheduled under the leadership of acting Premier Fraser until Premier Wheatley returns to the Territory in early September.
