A developer for the long-awaited redevelopment of Prospect Reef is expected to be selected in the first quarter of 2027, Premier and Minister of Finance Dr. Natalio Wheatley announced during a recent sitting of the House of Assembly. While outlining the next phases for the landmark property, the Premier noted that a final completion or opening date cannot yet be established.

Cabinet has formally endorsed recommendations from the Prospect Reef Management Company to advance the procurement process, and the Government is now preparing to issue a request for proposals to investors previously shortlisted through an expression-of-interest exercise. Wheatley emphasized that the vision for the site centers on creating a premier destination that supports multiple sectors of the local economy.

The objective is to construct a high-quality hotel equipped with modern conference facilities capable of serving standard tourism visitors alongside the Virgin Islands' legal, financial services, and corporate travel markets. Progress on the site had previously been hindered by administrative land issues.

To resolve these hurdles, the Premier confirmed that steps have been taken through the Ministry of Environment, Natural Resources and Climate Change to officially transfer the property from the central Government to the Prospect Reef Management Company. Once proposals are submitted and reviewed, the management board will present a recommended investor to the Government.

This step will be followed by a Cabinet paper requesting authorization to enter into formal development agreement negotiations. Before construction can begin, comprehensive architectural designs, statutory planning permissions, and financing structures must be finalized. Wheatley highlighted a series of significant tourism and marina projects advancing across the territory.

These include developments on Eustatia, Biras Creek, and Mosquito Island, alongside initiatives by JOMA, an unnamed project in West End, and the ongoing expansion at Nanny Cay. Additional prospects are also being explored at Village Cay, while plans progress to develop Brandywine Bay as a dedicated visitor attraction.

The Premier affirmed that these initiatives represent tangible, serious investments actively moving through the planning and regulatory approval pipelines to strengthen the territory's economic foundation.
