Rda Advances Hospital and Infrastructure Projects
The Virgin Islands Recovery and Development Agency (RDA) advanced several procurement activities to upgrade healthcare facilities and public infrastructure, holding a bidder’s conference and site visit for lobby renovations at the Dr. D. Orlando Smith Hospital. Deadlines for multiple tenders have been set or extended as the Agency moves ahead with projects ranging from generator connectivity and roof repairs to fisheries wharf design and master planning for Road Town.
The Virgin Islands Recovery and Development Agency (RDA) has moved forward a coordinated package of procurement activities aimed at strengthening health services and public infrastructure across the Territory. On 16 January, the RDA hosted a bidder’s conference and site visit for the Major Peebles Wing Clinics’ Lobby Renovations at the Dr.
Twelve representatives from seven firms attended to review plans to modernise patient access and movement, improve service flow, and enhance the user experience. Work includes renovation of the Road Town Clinic Lobby on the ground floor and the Outpatient Clinic Lobby on the second floor of the Major Peebles Wing, construction of a new elevator shaft, exterior cleaning and painting of the east wing, and installation of building signage.
Tender submissions are due Tuesday, 10 February 2026 at 10:00 a.m. To safeguard safe and reliable healthcare operations, the RDA also extended the tender deadline for Roof and Lightning Protection System Repairs to the Hospital and Annex Buildings to Wednesday, 21 January 2026 at 10:00 a.m.
The scope covers restoration of roofs, gutters, and lightning protection to meet building codes and hospital safety standards, which will help extend asset life and reduce operational disruptions. Earlier this month, on 12 January 2026, the RDA signed a contract with Barry’s Electrical Services Ltd. for Generator Connectivity at the Dr.
That project will decommission and remove two aging generators and reconfigure the Major Peebles Wing and Annex buildings to connect to the hospital’s existing generator plant, strengthening electrical resilience and continuity of care during outages. Beyond health-sector works, the RDA’s procurement programme is advancing projects in urban planning, waterfront development and asset rehabilitation.
The Omar Hodge Fishers’ Wharf Design Consultancy request for proposals closed on 9 January 2026 with two submissions; the consultancy aims to improve landing, processing and marketing infrastructure for the local fisheries and support the Blue Economy. The Road Town Development Partnership master plan tender closed on 13 January 2026 with three submissions and is under evaluation.
The RDA has also completed evaluation for the Demolition of Estate House #2, receiving five bids; award and contract signing are expected in the coming weeks pending board approval. These coordinated procurements, launched in December 2025, are intended to accelerate capital repairs, improve operational resilience and deliver better public outcomes.
