Rda Advances Key Healthcare And Infrastructure Projects
The Virgin Islands Recovery and Development Agency has progressed several major procurement projects aimed at upgrading healthcare facilities and national infrastructure. Key developments include renovations at the Dr. D. Orlando Smith Hospital, waterfront planning, and urban development initiatives across Tortola. These efforts form part of a coordinated strategy to modernize public facilities and enhance service delivery for residents.
The Virgin Islands Recovery and Development Agency (RDA) is moving forward with a series of critical procurement initiatives designed to strengthen the Territory's healthcare facilities and public infrastructure. On Friday, January 16, the agency hosted a bidder's conference and site visit for the Major Peebles Wing Clinics' Lobby Renovations at the Dr.
Twelve representatives from seven firms attended to review the scope of the project, which aims to modernize patient access, improve service flow, and enhance the overall visitor experience. The proposed works include renovating the ground-floor Road Town Clinic lobby and the second-floor Outpatient Clinic lobby, constructing a new elevator shaft, cleaning and repainting the exterior east wing, and installing modern building signage.
Tender submissions for this project are due on February 10, 2026. In addition to the lobby upgrades, the RDA extended the tender deadline for roof and lightning protection system repairs across the hospital and annex buildings to January 21, 2026. The repairs are designed to restore protection systems, extend facility lifespan, and ensure all structures meet strict hospital safety codes.
The agency also signed a contract on January 12 with Barry's Electrical Services Ltd. to overhaul generator connectivity at the hospital. This project involves decommissioning two aging generators and connecting the Major Peebles Wing and Annex to the primary generator plant, reinforcing critical electrical resilience.
Beyond healthcare, the RDA's active procurement portfolio is advancing several community and urban planning projects. Proposals have closed for the Omar Hodge Fishers' Wharf Design Consultancy, with two submissions now under evaluation. The consultancy will support the Territory's fisheries sector and blue economy by planning modernized landing, processing, and marketing facilities.
Evaluation is also underway for three design proposals submitted for the Road Town Development Partnership Project Master Plan, which aims to guide orderly urban growth, transport connectivity, and public spaces in the capital. Meanwhile, evaluation has concluded for the demolition of Estate House #2, with a contract award pending board approval to clear the site for future development.
The RDA noted that these coordinated procurement activities reflect its ongoing commitment to transparent project delivery, stronger public systems, and sustainable infrastructure improvements across the Virgin Islands.
